<br />IN THE MATTER OF APPROVAL OF THE FINAL DEVELOPMENT PLAN FOR
<br />ROSLYN RIDGE WEST PLANNED UNIT DEVELOPMENT (PD-24-00001 AND SP-24-00004)
<br />WHEREAS, an open record hearing was held by the Kittitas County Hearing Examiner on December 17,
<br />2024 for the purpose of considering a zone change consisting of approximately 164.32 acres from Rural
<br />Recreation to Planned Unit Development and a two-lot short plat located off State Route 903
<br />approximately 3.6 miles northwest of the intersection of State Highway 903 and Bull Frog Road,
<br />northwest of Roslyn, WA in SEC 1 TWP 20 RGE 14; PTN NW 1/4, SEC 1 TWP 20 RGE 14; PTN SW
<br />1/4, a portion of PTN SW 1/4 SEC 01 & PTN NW 1/4 SEC 12 and SEC 12, TWP 20, RGE 14 in Kittitas
<br />County. Parcel numbers are 950570, 950581, 950582, 950583, 950584, 950585, 950586, 950587,
<br />950588, 950589, 950590, 950591, 950592, 950593, 950594, 950595, 950596, 950597, 950598, 950761,
<br />950762, 171934, 12065, 20202.
<br />WHEREAS, On March 4, 2025, The Board of County Commissioners held a public meeting to consider the
<br />Kittitas County Hearing Examiner’s recommendation of approval of the Roslyn Ridge West zone change (aka
<br />Roslyn Ridge West PUD); and
<br />WHEREAS, On March 4, 2025, The Board of County Commissioners approved the Roslyn Ridge West zone
<br />change (aka Roslyn Ridge West PUD) with ordinance 2025-002 and
<br />WHEREAS, According to Kittitas County Code 17.36.040 (the code in place at the time of ordinance 2025-
<br />002), following approval of the preliminary planned unit development plan by the County, and before lot
<br />sales or building construction commences, the developer (owner) shall submit a final planned unit
<br />development plan for approval by the Board of County Commissioners; and
<br />WHEREAS, On March 20, 2025, Laura Hinkle, authorized agent for the developer (owner), submitted a final
<br />development plan for phases 1-3 for the Roslyn Ridge West PUD; and
<br />WHEREAS, CDS staff and other relevant agencies reviewed the final development plan for conformance
<br />with the preliminary approval conditions as expressed in the preliminary approval ordinance 2025-002; and
<br />WHEREAS, On July 15, 2025 the Kittitas County Board of County Commissioners held a study session to
<br />review the submission materials and consider staff recommendation of approval for the Roslyn Ridge West
<br />Final Development Plan Phases 1-3 (PD-24-00001 and SP-24-00004); and
<br />WHEREAS, The Board of County Commissioners reviewed the final development plan for conformance and
<br />approved the Roslyn Ridge West Final Development Plan Phases 1-3 as recommended by CDS staff with a
<br />vote of ___- ___;
<br />WHEREAS, The following FINDINGS OF FACT have been made concerning said development:
