The Sheriff's Office <br />will develop Sheriff's Office policies and procedures as needed to carry out the intent of this policy, and as <br />appropriate for the operation of this and other video surveillance systems for law enforcement purposes. <br />2 Purpose/Background <br />Kittitas County funds and maintains video surveillance systems on county property and in county facilities to <br />enhance the safety and security of persons and property. County facility video surveillance systems are designed, <br />configured, and deployed for the safety and security of the public and county employees and to protect county <br />infrastructure and resources. This policy establishes guidelines regarding the installation and operation of County <br />video surveillance systems. <br />3 Definitions <br />The Video Surveillance Systems addressed in this county policy are comprised of stationary cameras which <br />operate continuously (24 hours a day/7 days a week) to capture, transmit, and/or record moving and/or still <br />video images. Such systems may include video monitoring stations and remote or local servers for electronic <br />image viewing, processing, retention, and retrieval. <br />The Video Surveillance Systems addressed by this policy do not transmit or record audio (i.e., sound) and do not <br />include body -worn or vehicle -mounted cameras or other recording devices. They also do not include the <br />Auditor's Office public transparency elections cameras, which are maintained by the Auditor's Office and utilized <br />periodically for elections purposes only. <br />4 Policy <br />Video surveillance of county facilities and public areas will be conducted in a professional, legal, and ethical <br />manner while recognizing, respecting, and protecting constitutional standards of privacy. Video surveillance <br />systems shall be installed and configured to monitor only public facilities and spaces where there is no <br />reasonable expectation of privacy. <br />Primary workspaces of county employees which are not accessible to the public should be monitored only as far <br />as necessary to adequately monitor the spaces where employees directly contact the public, or for other specific <br />security -related purposes. <br />
