Monitoring of and access to county video surveillance systems is restricted to authorized users. Personnel are <br />prohibited from downloading, exporting, or disseminating information acquired from county surveillance video <br />or images except for official purposes. <br />5 Procedures <br />Video surveillance systems are attached to and parts of capital facilities and are purchased and maintained at the <br />discretion of the Board of County Commissioners. Because of the security and public safety function of video <br />surveillance systems, the Board requests and the Sheriff agrees that the Sheriff's Office will administer and <br />maintain county facility video surveillance systems with necessary budgetary support from the Board. The Board <br />will consult with the Sheriff and with the other Elected Officials and Department Heads who oversee affected <br />public facilities to select and prioritize camera types, locations, and areas of coverage. <br />Images and video from video surveillance systems are public records and shall be retained in accordance with <br />established retention schedules. Public records disclosure requests for images or video should be referred to the <br />Sheriff's Office. <br />Requests from county employees, departments, or offices for live or historical video or images for safety and <br />security purposes consistent with this policy should be directed to the Sheriff's Office by Elected Officials or <br />Department Heads. Requests for live or historical video or images for other purposes, including administrative <br />investigations of employees, must be approved by the Elected Official over the impacted office or department, in <br />consultation with counsel if appropriate. <br />Any county employee who believes a county video surveillance system may have captured video evidence of a <br />security -related incident or event or should notify the Sheriff's Office as soon as possible to ensure the evidence <br />can be appropriately preserved. <br />To deter crime and build public confidence, signage may be posted at county facilities informing the public that <br />the area is under video surveillance. <br />Authorized Users <br />Sheriff's Office employees may be authorized to access and view live or historical video surveillance camera <br />feeds in keeping with the Sheriff's security and public safety functions. Other county employees may receive <br />authorized access to specified camera feeds at the discretion of their Elected Official or Department Head. <br />Authorized access to video surveillance systems may be reevaluated or terminated at any time by the <br />Department Head or Elected Official. <br />6 Limitations/Approvals/Responsibilities <br />Elected Officials and Department Heads shall ensure compliance of all personnel in their offices or departments. <br />Violations of this policy may result in discipline, up to and including termination of employment. <br />Images or video will be released in the following conditions: to law enforcement if requested as part of an official <br />investigation; to the extent required by court order or subpoena; or as otherwise required by law (including <br />public records disclosure laws). <br />This policy should be reviewed every four years or as otherwise necessary to accommodate technological or legal <br />developments. <br />2 <br />
