KITTITAS COUNTY
AIRPORT DEPARTMENT

CONSENT AGENDA DATE: June 6th, 2023

TOPIC: Extension of Beech Road

ACTION REQUESTED: Approve a resolution to issue a revocable license

LEAD STAFF:
David D. Ohl

RECOMMENDATION:
Approve resolution to authorize a revocable license to Mr. Pooya Roohani.

BRIEFING SUMMARY:
- Mr. Pooya Roohani approached the airport director about extending a road from
behind airport property extending to Beech Road.
- After discussion it was determined a road extension would be beneficial not only
for Mr. Roohani but also for the airport and the County.
- The road extension will cut through part of County property, will cost the County
no money, and will have curb, gutter and sidewalk added.

BACKGROUND:
Mr. Pooya Roohani approached the airport about installing a road that extends Beech
Road to a new development directly behind airport property. The extended road will go
through Lot C37. It will be a two-lane road with curb, gutter and sidewalk installed. Mr.
Roohani is prepared to construct the extended road to connect to his development. Mr.
Roohani will pay all construction costs, which will cost the County nothing. Once
completed, the road will be turned over to the County.

DISCUSSION:
Mr. Roohani wants to extend Beech Road to a new development directly behind airport
property. Mr. Roohani has got the bids for his construction and will be paying for the
entire project. Mr. Roohani is seeking approval of the proposed resolution to award him a
revocable license to proceed with construction.

Upon resolution approval, Mr. Roohani will work with Public Works and CDS to ensure
the road meets public standards, which will then be turned over to County ownership.
Upon consultation with the prosecutor’s office, they have recommended the issuing of a
revocable license. This will not be a lease or a sale, but just allow Mr. Roohani to install a
road on a current empty lot that is available for lease.
