03/01/2022 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AUDITORIUM/WEBEX REGULAR MEETING <br /> TUESDAY 2:00 P.M. MARCH 1, 2022 <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory <br />Wright and Commissioner Brett Wachsmith. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, <br />Administrative Supervisor; Ken Grannan, Airport Director; Codi <br />Fortier, Administrative Assistant; Carly Brettmann, Communications <br />Director; Mark Cook, Public Works Director; and 3 members of the <br />public. <br /> <br />Per Governor Inslee’s Proclamation 20-28 et seq., the public was <br />encouraged to join the meeting virtually or in person. <br /> PUBLIC HEARING WESTERN INVESTMENTS, LLC AIRPORT <br />At 2:00 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider a <br />new Airport Industrial Lease with Western Investments, LLC. <br /> KEN GRANNAN, AIRPORT DIRECTOR reviewed a Staff Report and a proposed <br />Lease between Kittitas County and Western Investment Network, LLC, <br />to provide a U-Haul truck rental facility. The proposed Lease is <br />for one-year, allowing for a new Lease for a minimum of 20 years <br />after the initial year term. The location is adjacent to Precision <br />Ag and across from the Airport Safe Storage, making it an <br />appropriate addition to the Industrial Park. <br /> THOSE PRESENT & TESTIFYING: TERRY LaRUE said he was not aware of the <br />previous Public Hearing held by the Board and had not been provided <br />a copy of the Lease. He explained how he was only been asked to come <br />in today and sign it. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. <br /> RESOLUTION 2022-063 WESTERN INVESTMENTS, LLC AIRPORT <br /> VICE-CHAIRMAN WRIGHT moved to approve Resolution No. 2022-063, <br />Authorizing a Lease with U-Haul for Property at the Bowers Field <br />Airport. COMMISSIONER WACHSMITH seconded. Motion carried 3-0. <br /> PUBLIC HEARING SEWER FRANCHISE PUBLIC WORKS <br />At 2:13 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider a <br />Sewer Franchise on County owned property. <br />
