EDLRGroupArchitectureEngineeringPlanninginteriors51UniversityStreet,Suite600Seattle,WA98101October1,2021PattiStaceyKittitasCountySolidWaste/FacilityMaintenanceDirectorKittitasCounty925IndustrialWayEIIensburg,WA98926(509)962-7070patti.stacey@co.kittitas.wa.usRe:ProjectName:KittitasCountyCourthouseCommunityEngagementDLRGroupProjectNo.:73-21126-00DearPatti:Peryourrequest,itismypleasuretoprovideanadditionalserviceproposaltoprovidetheCountyrenderingsandacostestimatethatmaybeusedtoinformthepeopleofKittitasCountyastheyconsideranewCountyFacilityinthedowntownlocationrecommendedinthePublicInvolvementPlan(PIP).InworkingwiththeCounty'sCAC,wehavedevelopedarecommendedsolutionthatwouldlocatethenewCourthouseandCountyServicesinanewbuildingontheexistingcourthousesite.WehavecompletedthedevelopmentofapresentationofthisrecommendationthattheCountyandCACmayusetoinformcommunitiesacrossKittitasCounty.Weappreciateyouwouldlikeadesignrenderingandacostestimateforfuturebondsupport.Itisimportanttounderstandtheconsiderationsthatwillberequiredtoprovideavisionofthebuildingandaviablecostestimatethatcaneffectivelyprovideabudgetfollowingthesuccessfulbondmeasure.Asyou-communicatewhat'sinthebond,theCountywillwanttofindacarefulbalance.Toomuchinformationcouldconfusevoters;ifnotenoughinformationiscollectedandprovided,thebudgetmaynotberobustenoughtoaccuratelyforecasttheneedsofthefacility.Tofindasuitablebalance,itisimportanttoprovidesomedesignprogressionforthisreviewandprovidefinalrenderingsofthedesignproposalandacostestimatethatalignswiththescope.Regardlessofthedetailoftherenderings,itisimportanttovalidateandrefinethespaceneedslistbasedonthemodificationswehavediscussed.ThisupdatewillincorporatebringingmoreCountyservicesintotheonecentralizedlocation,identifyspacesthatarerequirednow,andensurethebuildingisaccuratelyscaledwithgrossingfactorsspecifictothecourthouseneedsinparticular(forexample,threeroutesofcirculation).Thisisthemostimportantfactortothecostestimatebecausebuildingareadirectlyequalsconstructiondollars.Withthisinformation,therenderingcanbeoftwolevelsofdetail.Thefirst,thebaselinemodel,isamassingdiagramofthevolumeofthebuilding.Itwouldnotincludecontextualdetailsandfeaturessuchasmaterials,entrances,directionality,etc.ThecostestimatewouldbebasedonanticipatedlimitsofmaterialsanddescriptionstypicaltoCountybuildings.Basedonmorecost/SFvalues,thecostestimatewouldbeatargetvalueestimatefortheselectedprojectteam,butitwouldnotassurethefundscollectedbythebondmeasurewouldfullycoverthedecisionsthatcomethroughoutfulldesign.TheCountywouldbeabletosuccessfullydesignandconstructabuildingwithinthelimits,buttheprocesswouldbemorerestrictive.Theadvancedmodelapproachwouldprovidemoredetailandspecificitytotheprojectandwouldlikelyrequireaportionoftheschematicdesigntobecompletedforthebuilding.Atthetimetheprojectisfundedandthedesignisexecuted,theprojectteamwouldusetherenderingandplanninginformationasthestartingpointtodevelopin.moredetail.Thisapproachwouldprovideamoreviableandpredictablebudgetforthebondmeasure.Seattleandlocationsworldwide
