05/04/2021 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON WEBEX SPECIAL MEETING <br /> TUESDAY 2:00 P.M. MAY 4, 2021 <br />Board members present via WebEx: Chairman Brett Wachsmith; Vice- <br />Chairman Laura Osiadacz; and Commissioner Cory Wright. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, <br />Administrative Supervisor; Jim Goeben, IT Director; Jeremy Johnston, <br />Planning Official; Neil Caulkins, Deputy Prosecutor; Dan Carlson, <br />CDS Director; Toni Berkshire, Code Enforcement Officer; Mike Flory, <br />Building Official; Bridget Pechtel, Long Range Planner; Jeremiah <br />Cromie, Planner I; and approximately 6 members of the public. <br /> <br />This meeting was provided to the public via Webex and they were <br />previously notified on the Agenda as to where they could access and <br />provide public comments. <br /> PUBLIC HEARING BLUESPAN WIRELESS, LLC PUBLIC WORKS <br />At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing continued <br />from April 20, 2021 to consider a County Wide Telecommunications <br />Franchise with Bluespan Wireless, LLC. He noted the record was <br />open. <br /> MARK COOK, PUBLIC WORKS DIRECTOR reviewed the history of the <br />proposed Telecommunications Franchise with Bluespan Wireless and due <br />to scriveners’ errors in the document, he recommended continuing the <br />Public Hearing to May 18, 2021 at 2:00 p.m. NEIL CAULKINS, DEPUTY PROSECUTOR reviewed ideas to include in the language to add <br />additional specificities and recommended continuing the Public <br />Hearing. <br /> THERE WAS NO ONE REQUESTING TO PROVIDE TESTIMONY. COMMISSIONER WRIGHT moved to continue the Public Hearing to May 18, <br />2021 at 2:00 p.m., noting the record would remain open. VICE-CHAIRMAN OSIADACZ seconded. COMMISSIONER WRIGHT apologized for the <br />delay and said the County would be working on their internal process <br />regarding telecommunications. Motion carried 3-0. <br /> PUBLIC HEARING WEBB IRRIGATION FRANCHISE PUBLIC WORKS <br />At 2:16 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />an Irrigation Franchise with Matt and Jessi Webb along Badger Pocket <br />Road. <br />
