05/04/2021 MINUTES 2 <br />MARK COOK, PUBLIC WORKS DIRECTOR provided a Staff Report and <br />reviewed a request from Matt & Jessi Webb to install a 6” irrigation <br />pipe along Badger Pocket Road for continued irrigation of property <br />that will be hindered by a new development abutting the subject <br />property. The applicants have secured the right-of-way permit for <br />the work to be performed and paid the permit fee. <br /> THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. AGREEMENT WEBB IRRIGATION FRANCHISE PUBLIC WORKS VICE-CHAIRMAN OSIADACZ moved to approve a Non-Exclusive Irrigation <br />Water Franchise to Use County Roads, Rights-of-Way and Other County <br />Property within Kittitas County with Matt and Jessi Webb. COMMISSIONER WRIGHT seconded. Motion carried 3-0. <br /> PUBLIC HEARING SHORELINE MASTER PROGRAM CDS <br />At 2:18 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />amendments to the Shoreline Master Program. <br /> BRIDGET PECHTEL, LONG RANGE PLANNER provided a Staff Report which <br />included general information; background and update process; Staff <br />review and summary of proposed amendments; environmental review; <br />agency and public comments; takings impact analysis; Department of <br />Ecology initial determination; Planning Commission recommendation <br />and Staff recommendations. <br /> THOSE PRESENT & TESTIFYING: ELIZABETH TORREY, DEPARTMENT OF FISH & WILDLIFE reviewed information relating to Riparian Ecosystems and <br />noted they had previously submitted comments into the record. JAKE MAYSON, CENTRAL WASHINGTON HOMEBUILDERS ASSOCIATION thanked Staff <br />for their work and said they did not have any objections to the <br />proposed update. LEONNARD JORDAN, DEPARTMENT OF ECOLOGY thanked <br />Staff for the work they’ve done on the proposed amendments. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. VICE-CHAIRMAN OSIADACZ moved to approve amendments to the Shoreline <br />Master Program, as presented and to direct Staff to prepare enabling <br />documents. COMMISSIONER WRIGHT seconded. Motion carried 3-0. <br /> PUBLIC HEARING AMENDMENTS TO TITLE 18 CDS <br />At 2:41 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />amendments to Kittitas County Code Title 18. <br />
