03/26/2020 MINUTES 1
COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM SPECIAL MEETING THURSDAY 10:00 A.M. MARCH 26, 2020
Board members present: By phone: Chairman Brett Wachsmith; Vice-
Chairman Laura Osiadacz and Commissioner Cory Wright.
Others: Julie Kjorsvik, Clerk of the Board; Taylor Crouch, Deputy
Clerk of the Board I; Clay Myers, Sheriff; Susan Grindle, Executive
Director of HopeSource; John Raymond, HopeSource and Judy Pless,
Budget & Finance Director.
SPECIAL MEETING PLANNING & UPDATES COVID-19 COMMISSIONERS
At 10:00 a.m. Chairman Wachsmith opened a Special Meeting to discuss
planning and updates relating to COVID-19.

The Board discussed temporarily assigning Department Heads to each
individual Commissioner. Chairman Wachsmith will be the liaison for
the Elected Officials. Commissioner Osiadacz will have CDS, Public
Works, Solid Waste, and Maintenance. Commissioner Wright will have
the Airport, Human Resources, IT, Event Center and Cooperative
Extension. The Public Health Department is part of the EOC so they
are currently reporting directly to Dr. Larson. Chairman Wachsmith
said he would send out an email to the Management Team to let them
know of the temporary assignments. He said he’s also send out an
email to all employees to let the know what the Board has been
working on in the interim.

Sheriff Myers explained how the daily briefings were to provide
information on day to day operations of the County and to keep the
Management Team informed and allow a time for questions. Since it’s
not a Board meeting, the Board decided to have Commissioner Osiadacz
be designated as the person to ask questions or make comments due to
OPMA. The Board discussed various items that should be looked at
soon, since there will be financial impacts to the budget. Other
items discussed was a possible hiring freeze, having each department
go through their budgets and provide reductions because no one will
be traveling or training in the near future.

Commissioner Osiadacz said she would draft letter a to the Governor
regarding construction and the differences between the local Public
Health Order and the Governor’s Order. Staff was asked to place the
item on the March 30, 2020 Office Administrative Meeting for Board
consideration.
