2018-05-01 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 3:00 P.M. MAY 1, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman <br />Obie O’Brien; and Commissioner Paul Jewell. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Neil <br />Caulkins, Deputy Prosecutor; Dan Carlson, CDS Director; Lindsey <br />Ozbolt, Planning Official; Mark Larson, Health Officer; Kelsey <br />Collins, Statewide Trust Water Coordinator-DOE; Pat Deneen, <br />interested party and 6 members of the public. <br /> <br />SPECIAL MEETING CONSUMPTIVE USE PROGRAM COMMISSIONERS <br /> <br />At 3:00 p.m. Chairman Laura Osiadacz opened a Special Meeting to <br />receive an update and hold a discussion on a potential <br />Consumptive Use Pilot program. <br /> <br />Commissioner Jewell gave a brief overview of the specifics of <br />the proposed project that he, County Staff, Mr. Deneen and <br />Ecology have been working on and provided handouts. <br /> <br />Pat Deneen, reviewed the concept of the proposed project, <br />through the Consumptive Use Elimination Pilot program diagram <br />and maps provided. <br /> <br />Commissioner Jewell reviewed how the County could protect its <br />interest and how the benefits far outweigh the risk, noting that <br />the County would obtain very beneficial information and the cost <br />would be split between Mr. Deneen and the County through a <br />negotiated Agreement drawn up by the County Prosecutor and then <br />Aspect Consulting would do the work for approximately $21,000.00 <br />(split in two). <br /> <br />Kelsey Collins, Statewide Trust Water Coordinator stated that <br />she needs the science to be completed in order to publicly <br />support the idea. She stated that there are still a lot of <br />questions and her Staff only has an application from Mr. Deneen <br />for 4 homes so until they have an official application to <br />consider they can’t formally comment. <br />
