04/02/2019 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. APRIL 2, 2019 <br />Board members present: Chairman Cory Wright & Vice-Chairman Brett <br />Wachsmith. Excused: Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director/Interim Engineer; Jeri Epperson, HopeSource HR Director; <br />and 3 members of the public. <br /> PUBLIC HEARING COMMUNITY DEVELOPMENT BLOCK GRANT COMMISSIONERS <br /> <br />At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to review the <br />community development and housing needs, inform citizens of the <br />availability of funds and eligible uses of the State Community <br />Development Block Grant (CDBG) and receive comments on proposed <br />activities, particularly from lower income persons residing in <br />Kittitas County. He explained there was $83,567.00 available to <br />Kittitas County and HopeSource to fund public services that <br />principally benefit low-and moderate-income persons. <br /> JERI EPPERSON, HOPESOURCE provided a background on the CDBG Grant <br />Application with the State Department of Commerce, as well as their <br />proposed activities including Hope University and Coaching program. <br />She answered questions from the Board of County Commissioners and <br />encouraged their support to submit the proposed application. <br /> THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2019-064 CDBG GRANT APPLICATION COMMISSIONERS COMMISSIONER WACHSMITH moved to approve and authorize signature on <br />the Community Development Block Grant Application materials to the <br />State of Washington Department of Commerce as well as Resolution No. <br />2019-064 Resolution with Certifications of Compliance. CHAIRMAN WRIGHT seconded. Motion carried 2-0. PUBLIC HEARING WATER FRANCHISE – RANCH ON SWAUK CREEK PUBLIC WORKS <br />At approximately 2:07 p.m. CHAIRMAN WRIGHT opened a Public Hearing <br />to consider a Domestic Water Franchise with The Ranch on Swauk Creek <br />on Burke Road and Ranch Road in Cle Elum, WA. <br /> MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER provided <br />information on an application received for a Domestic Water
