DECEMBER 20, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz, Commissioner <br />Cory Wright. Absent: Vice-Chairman Obie O’Brien. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, <br />DPW Director/Interim County Engineer; Lisa Young, HR <br />Director/Interim Event Center Director. <br /> <br />SPECIAL MEETING PUBLIC WORKS – BRIEFING PUBLIC WORKS <br /> <br />At 9:07 a.m. Chairman Laura Osiadacz opened a Special Meeting to <br />meet with Public Works Staff and consider two Resolutions and to <br />hold an Executive Session. <br /> <br />RESOLUTION 2018-226 2019 DPW BUDGET PUBLIC WORKS <br /> <br />Commissioner Wright moved to approve Resolution No. 2018-226, <br />reaffirming the 2019 Department of Public Works Budget. Chairman <br />Osiadacz seconded. Motion carried 2-0. <br /> <br />RESOLUTION 2018-227 FBO EXTENDING LEASE 3/19 PUBLIC WORKS <br /> <br />Commissioner Wright moved to approve Resolution No. 2018-227, <br />Amending Central Washington University Lease Amendment for <br />Limited Fixed Base Operator Services Extending Services through <br />March 2019. Chairman Osiadacz seconded. Motion carried 2-0. <br /> <br />EXECUTIVE SESSION HUMAN RESOURCES <br /> <br />At 9:19 a.m. Chairman Osiadacz announced the Board would recess <br />into Executive Session for 15 minutes per RCW 42.30.140 to <br />consider Collective bargaining sessions with employee <br />organizations, including contract negotiations, grievance <br />meetings, and discussions relating to the interpretation or <br />application of a labor agreement; or (b) that portion of a <br />meeting during which the governing body is planning or adopting <br />the strategy or position to be taken by the governing body <br />during the course of any collective bargaining, professional <br />negotiations, or grievance or mediation proceedings, or <br />reviewing the proposals made in the negotiations or proceedings <br />while in progress. Potential action was anticipated.
