KITTITAS COUNTY <br />SOLID WASTE, MAINTENANCE, AND FAIR OFFICE STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />Special Meeting <br />FRIDAY 2:00 PM August 24, 2018 <br />Board members present: Laura Osiadacz, Obie O'Brien, Cory Wright <br />Others: Patti Johnson, Lisa Lawrence, Tim Egan, Lisa Young and a member of the public. <br />Meeting called to order at 2:05. <br />Recycled Commodities/Solid Waste Plan update: Discussion was held on glass recycling <br />whether to continue to accept it or phase it out and/or add language to the plan update to look at <br />market options and the possibility to discontinue it completely. Further discussion included the <br />fact that Yakima County doesn't accept glass and that we may be receiving glass from out of <br />County. Patti informed the Board that Ecology is working on new guidelines for the recycling <br />industry and that she is working with Waste Management to get the message out to the public to <br />keep recyclables clean and dry and recycle right. <br />Discussion on Covered Load Ordinance: Patti informed the Board that Yakima County and <br />Douglas County for example have Ordinances in place with fees attached. Discussion was held <br />on secured load vs. covered load. Patti offered to gather more information and bring it back to <br />the Board at a later date. <br />Discussion on Level of Service Ordinance: Discussion was held on implementing a Level of <br />Service Ordinance for Suncadia for recycling according to their 2006 Solid Waste Management <br />Plan that states once they reach 100 permanent residents and whether or not to include <br />Grasslands or other unincorporated areas within the County. Patti informed the Board this would <br />also be addressed at the next SWAC meeting probably in October. <br />Shady Brook Update: Patti informed the Board that the locks had been changed and the carpet <br />replaced at the 900 Alder house. Discussion was held on the front door and plumbing issues and <br />working with Alcolade through their contract with the County. <br />Courthouse Project Update: Patti presented the Board with proposed plans. Discussion was <br />held on the cost estimates associated with each. Wrap around design of $63 million or a new <br />building at $54 million. The discussion was tabled and the Board directed Patti to get a rough <br />estimate for the demo of the existing building. . <br />2018-08-24 MINUTES <br />
