04/04/2017 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. APRIL 4, 2017 <br /> <br />Board members present: Chairman Paul Jewell; Vice-Chairman Laura <br />Osiadacz; and Commissioner Obie O’Brien. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; John Raymond, <br />HopeSource; Kathy Jurgens, Finance System Manager; and 2 members of <br />the public. <br /> <br />COMMISSIONER O’BRIEN announced he would be recusing himself from the <br />CDBG Public Hearing as he has family members who work for <br />HopeSource. CHAIRMAN JEWELL noted they would hold the Airport Lease <br />Public Hearing before the CDBG Public Hearing. <br /> <br />PUBLIC HEARING AIRPORT LEASE PUBLIC WORKS <br /> <br />At 2:00 p.m. CHAIRMAN JEWELL opened a Public Hearing to consider <br />Leasing Lot H-31 of the Kittitas County Airport Binding Site Plan. <br /> <br />KATHY JURGENS, FINANCE SYSTEMS MANAGER provided a Staff Report and <br />recommended approval of a Lease Agreement with Sierra Romeo, LLC for <br />Lot H-31 (0.39 acres – 16,988.4 Sq. Ft) to Sierra Romeo, LLC to <br />construct a private airplane hangar. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />LEASE AIRPORT LEASE PUBLIC WORKS <br /> <br />COMMISSIONER OSIADACZ moved to approve a Lease Agreement between <br />Kittitas County and Sierra Romeo, LLC, FOR Lot H-31, within the <br />Kittitas County Airport Binding Site Plan, from April 1, 2017 <br />through March 31, 2022. COMMISSIONER O’BRIEN seconded. Motion <br />carried 3-0. <br /> <br /> <br />PUBLIC HEARING CDBG PUBLIC SERVICE FUNDS COMMISSIONERS <br /> <br />COMMISSIONER O’BRIEN said due to a conflict of interest he would be <br />recusing himself from the Public Hearing and left the meeting room. <br /> <br />At 2:03 p.m. CHAIRMAN JEWELL opened a Public Hearing to inform <br />citizens of the availability of funds, eligible uses and receive <br />comments on proposed activities, particularly from low-and moderate- <br />income persons, as well as receive comments on the programs past
