2019-04-09 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 1:00 P.M. APRIL 9, 2019 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Greg Zempel, <br />Prosecutor; Katie Hagan, Housing Authority Interim Executive <br />Director; Neil Caulkins, Deputy Prosecutor; Susan Grindle, <br />HopeSource Executive Director; Katie Hagan, Interim Director for <br />the Housing Authority; and the Housing Authority Commissioners <br />John Little, Nicalee Smith, Rob Perkins, Carol Miller Rhodes <br />(via telephone) and 5 members of the public. <br /> <br />SPECIAL MEETING HOUSING AUTHORITY COMMISSIONERS <br /> <br />At 1:00 p.m. Chairman Wright opened a Special Meeting to discuss <br />plans with the Kittitas County Housing Authority for housing <br />projects in Ellensburg and Cle Elum. <br /> <br />Mr. Rob Perkins, Housing Authority Commissioner, provided a <br />history of the Housing Authority including their finances, <br />staffing, etc. He said the Housing Authority was looking at a <br />project in the Upper County (Pine Terrace), but based upon their <br />meeting last week and financial information provided, things <br />have started to change and they are now unsure if they can move <br />forward. He said no matter how good of a project it can be, they <br />cannot allow the Housing Authority to go into bankruptcy. <br />Members of the Housing Authority indicated they would be in <br />favor of looking into other possible options for financial <br />assistance. <br /> <br />Commissioner Osiadacz expressed concerns about a “draft” <br />Resolution that was in front of the Housing Authority meeting <br />last week, which was to not move forward with the purchase of <br />Pine Terrace Apartments. She stated there was no notification of <br />that draft being before the Housing Authority Board and felt it <br />was misleading. Nicalee Smith, Housing Authority Commissioner <br />said the draft Resolution was in their meeting notice/Agenda <br />because any action must be done through a Resolution and they <br />wanted to be sure all options were included. <br />
