08/06/2019 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. AUGUST 6, 2019 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director/Interim Engineer; Taylor Crouch, Deputy Clerk of the Board <br />I; Patti Johnson, Solid Waste Director/Project Manager and 3 members <br />of the public. <br /> <br />PUBLIC HEARING SURPLUS EQUIPMENT PUBLIC WORKS <br /> <br />At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider <br />Equipment Surplus to Kittitas County’s Needs and to Authorize <br />Disposal of the Same in Accordance with RCW 36.34.080. <br /> <br />MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER reviewed the <br />Resolution of items that were surplus to the County’s needs and <br />requested the Board to authorize disposal of them. They included a <br />2012 Ford F250 Flatbed Pickup and a 2004 Layton D-550 Asphalt Paver. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />RESOLUTION 2019-123 SURPLUS EQUIPMENT PUBLIC WORKS <br /> <br />COMMISSIONER WACHSMITH moved to approve Resolution No. 2019-123, To <br />Declare Equipment Rental and Revolving Fund Equipment Surplus Not to <br />the County’s Needs and to Authorize Disposal. COMMISSIONER OSIADACZ <br />seconded. Motion carried 3-0. <br /> <br />PUBLIC HEARING LEASE OF COUNTY PROPERTY SOLID WASTE <br /> <br />At 2:04 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider a <br />Lease for Kittitas County Owned Property at 1200 E. University Way, <br />Ellensburg, WA CD. 571; TWN. EBURG; SHOUDYS 2ND ADD. LOTS 4 THROUGH <br />11 & PTN. VACATED 9TH BLOCK 78 AND CD. 568; TWN. EBURG; SHOUDYS 2ND <br />ADD. TAX NO. 1 OF LOTS 1, 2 & 16 BLOCK 77. <br /> <br />PATTI JOHNSON, SOLID WASTE DIRECTOR/PROJECT MANAGER reviewed a <br />proposed Lease of property at 1200 E. University Way, which was <br />purchased by the County in 2016 and was under an existing Lease <br />Agreement. The previous Lessee has decided to sell the business <br />which has resulted in the need of a new Lease. The County completed <br />a Boundary Line Adjustment to create a leasable parcel which
