<br />Page | 49 <br /> <br /> <br />8.1 Washington Residential Landlord-Tenant Act <br />Lead/subgrantees must provide information on the Washington Residential Landlord Tenant Act (RCW <br />59.18) to households receiving rent assistance or residing in Continuous Stay Shelters/Transitional <br />Housing. <br />For more information on this law, visit Washington Law Help, housing page, tenant rights at <br />www.washingtonlawhelp.com. <br />8.2 Identity Verification <br />Lead/subgrantees must verify and document the identity of all adult household members before <br />providing rental assistance (not required for households only receiving flexible funding). <br /> <br />Programs should use the least burdensome verification method available and prioritize timely access <br />to housing assistance. Identity documents should reasonably match the household member’s name(s). <br />Expired identification, photocopies, or electronic images of identification documents may be accepted. <br /> <br /> Acceptable forms of identity verification include: <br />✓ Government-issued photo identification, including driver's license, state identification card, U.S. <br />or foreign passport, Tribal ID, military ID, government employee ID, permanent resident card, <br />employment authorization document, certificate of naturalization/citizenship, or other <br />government-issued photo identification. <br />✓ Non-photo government-issued documents, including Social Security card, birth certificate, <br />Electronic Benefit Transfer (EBT) card, Medicare or Medicaid card, public assistance award <br />letter, Social Security Administration letter, Veterans Affairs benefits letter, unemployment <br />insurance statement, child support enforcement document, certified marriage certificate, <br />certified divorce decree, voter registration card, state-issued professional license, or other non- <br />photo government-issued documents. <br />✓ Other official documents, including tax documents, bank statement, health insurance card, <br />school identification card, school record, pay stub, immigration documents, child support <br />enforcement document, court documents, institutional release paperwork, or other official <br />documents. <br />✓ Third-party verification. If documentation is unavailable, identity may be verified through <br />confirmation from an individual or organization familiar with the adult household members. <br />Document the explanation of how identity of the household members was established using <br />the CHG Third-Party Verbal Verification Form, signed and dated by the case manager. Identity <br />documentation should be established and collected within 90 days. If documentation cannot be <br />obtained within this timeframe, document the unsuccessful attempts in the case notes. <br />Households must not be exited from the program due to the inability to obtain documentation. <br />8 Additional Requirements for Rent Assistance
