<br />Page | 15 <br />The following trainings are required at least every three years and attendance must be documented: <br />✓ Trauma Informed Services <br />✓ Supporting survivors of domestic violence <br />✓ Local coordinated entry policies and procedures as required by lead CE entity <br />✓ Fair Housing <br />✓ Housing First <br />✓ Racial Equity <br />✓ LGBTQ+ competency <br />✓ Rapid Re-Housing <br />✓ Progressive Engagement and Problem-Solving (Diversion) <br />✓ Low Barrier Services & Harm Reduction <br /> <br />Other recommended trainings include mental health first aid, motivational interviewing, crisis <br />intervention, professional boundaries, Residential Landlord-Tenant Act (RLTA), and case management. <br /> <br />Costs to attend trainings are an allowable program expense under Operations, see Section 6.3. <br /> <br />Visit the Commerce Homeless Services Grantee Trainings webpage for available online trainings. <br />Additional CHG trainings can be found at the CHG Technical Assistance and Training webpage. <br /> Benefit Verification System Requirements <br />Commerce maintains a data sharing agreement with the Department of Social and Health Services <br />(DSHS) that allows eligible homeless housing grantees to access the Benefits Verification System (BVS) <br />to confirm HEN program eligibility and to verify benefits to improve access to housing assistance for <br />recipients of state and federal programs. (Note: Using BVS for CHG income eligibility is only allowed in <br />limited circumstances identified in the CHG Verification of Household Eligibility and Income <br />Recertification Form.) <br /> <br />County BVS contacts or lead grantees manage BVS user access for their staff and subgrantees. Upon <br />approval by Commerce, lead grantees may also appoint another agency as the BVS lead for their <br />county. <br /> <br />All agencies and users with BVS access must follow the procedures outlined in the BVS User Access <br />Guide to ensure secure and authorized use of the system. <br /> <br />County BVS contacts are responsible for the following: <br />✓ Review BVS user requests to confirm requesting agency is a subgrantee and staff have a <br />business need to access BVS. <br />✓ Confirm that each new user request includes a signed DSHS Non-Disclosure Agreement (NDA). <br />✓ Retain all signed DSHS Non-Disclosure Agreements. <br />✓ Maintain an Excel spreadsheet identifying current and past BVS Users. The spreadsheet must <br />include BVS user’s name, work email, work phone number, last date NDA signed and date BVS <br />training was complete. <br />✓ Report to Commerce within one business day when agency or individual user no longer requires <br />BVS access. <br />✓ Provide access to NDAs and user spreadsheet for review within one business day of request by <br />Commerce or DSHS.
