Homelessness and Affordable Housing Committee Meeting Minutes
Kittitas County, Washington
Commissioners' Auditorium
Regular Meeting
MONDAY 1:30 PM AUGUST 3RD, 2026
Board Members Present: Cassidy Buechle Curtis, Nancy Goodloe, Skylar Bisom Rapp, Matthew Stalder,
Bradley Esparza, Joan Neslund, Janine Brodine, Brett Wachsmith
Excused:
Others: Kasey Knutson (Clerk), Robin Read
1. Meeting called to order at 1:33 PM
2. Citizen Comments: Stephanie Bohman spoke about her interest in the strategies being
developed and that Habitat for Humanity Seattle -King & Kittitas Counties works with new
structures and new repair. Ms. Bohman asked the committee to keep Habitat in mind.
3. Minute Approval:
MOTION TO APPROVE THE MINUTES FOR JUNE 1ST 2026: Janine Brodine moved to approve the
July minutes as presented. Skylar Bisom Rap second. All in favor. Motion Carried.
4. Strategic Planning:
Robin Read reviewed the compiled results of activities for each strategy the group had
developed, which will act as a work plan. Discussion ensued about the builders' roundtable and
assisting smaller jurisdictions for technical assistance. There were some clarifying questions
about the work plan and Robin Read did note that she combined some of the activities because
the strategies were so similar. Joan Neslund added that she has already reached out to agencies
like the Kittitas County Sheriff's Office, Ellensburg Policy Department, libraries, and Kittitas
County Health Network around education, resources, and training opportunities. Ms. Neslund
asked the group where those activities would fit.
The committee then discussed a resource list and Ms. Neslund informed everyone that the
Kittitas County Health Network has a resource list and that they would prefer to continue
housing that list. There was additional discussion about working with other agencies and
municipalities to increase resource list, which included partners like Community Medicine and
KITTCOM.
The group talked about whether there should be two different resources lists based on location
and whether the list was searchable via KCHN. Ms. Buechle Curtis suggested being mindful
about the language we use to ensure people feel welcome to use those services. For example,
clarifying that an agency served the entire county and listing the specific location. Oftentimes,
there is confusion whether an agency only serves people within proximity to the location of that
office or if they serve the entire county.
