KITTITAS COUNTY <br />Board of County Commissioners <br />STAFF REPORT <br />AGENDA DATE: August 11, 2026 <br />ACTION REQUESTED: Request to Approval to proceed with Change Order Proposal 7, and 9- <br />13 for the Search & Rescue/EOC to incorporate into a Change Order. <br />BACKGROUND: The Sheriff's office in conjunction with public works received <br />Federal funds to assist with building a new Emergency Operations <br />Center sited with the new Search and Rescue facility. Phase one of <br />the project included clearing and rough grading of the site along with <br />the installation of a well. This portion of the work has been <br />completed. <br />Phase 2 of the project went out to bid and on September 18, 2025, 10 <br />bids were received. After review of the bids it was determined that <br />Belsaas and Smith Construction Inc., was the lowest responsive <br />bidder. <br />The following proposals have been reviewed by the architect and <br />recommended for board's approval to move forward with adding to <br />the contract. <br />Change Order Proposal 7, Secondary Conductors from Meter to <br />Building <br />Change Order Proposal 9, Credit for sewer cleanouts. <br />Change Order Proposal 10, Culvert on Airport Road <br />Change Order Proposal 11, Pressure Tand & switch for Well <br />Change Order Proposal 12, Widen driveway to the north of building <br />Change Order Proposal 13, Additional tree removal. <br />INTERACTION: BORArchitecture <br />RECOMMENDATION: Request Boards Approval for chairs signature on Change Order No. 3 <br />for the Search & Rescue/ EOC. <br />HANDLING: Return copy to maintenance <br />ATTACHMENTS: Change Order No. 3 <br />LEAD STAFF: Patti Stacey, Facilities and Waste Operations Director <br />
