KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />STAFF REPORT <br />STUDY SESSION DATE: August 11, 2026 <br />ACTION REQUESTED: Direction to proceed with establishing a separate study session <br />for the Solid Waste Department. <br />BACKGROUND: Solid Waste, Maintenance, and Project Management are <br />currently scheduled together for a combined study session with <br />the Board of County Commissioners. These functions have <br />different operational responsibilities, priorities, and reporting <br />needs. Solid Waste has a sufficient number of regulatory, <br />financial, contractual, and capital -planning matters to support a <br />separate departmental study session. <br />DISCUSSION: A separate Solid Waste study session would provide dedicated <br />time for the Board and department staff to discuss Solid Waste <br />operations and long-term planning without competing with <br />unrelated departmental topics If the Board supports the change, <br />staff would coordinate with BOCC Administration and legal <br />staff to determine the required process and prepare a resolution, <br />calendar amendment, and other documentation necessary <br />to establish a separate Solid Waste study session. <br />FISCAL IMPACT: No direct fiscal impact is anticipated. The change may require <br />minor administrative adjustments to the Board's study session <br />calendar. <br />RECOMMENDATION: Authorize the proposed study session separation. <br />ATTACHMENTS: None <br />LEAD STAFF: Jesse Cox, Solid Waste Director <br />
