KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />STAFF REPORT <br />STUDY SESSION DATE: August 11, 2026 <br />ACTION REQUESTED: Informational discussion regarding remediation of the former <br />transfer station site. <br />BACKGROUND: Solid waste operations have moved from the former transfer <br />station to the new facility. Before the former site is returned to <br />the City of Ellensburg, the County must develop an appropriate <br />approach for addressing conditions associated with its prior <br />use. Parametrix has prepared a draft remediation plan to begin <br />defining the work that may be necessary. <br />DISCUSSION: The draft remediation plan has been provided to Waste <br />Management for review because both the County and Waste <br />Management have responsibilities associated with the former <br />site. Staff intends to work with Waste Management to develop a <br />coordinated approach before beginning discussions with the City <br />of Ellensburg. This process will help clarify the scope of work, <br />responsibilities, anticipated costs, and the steps necessary to <br />return the property in an acceptable condition. <br />FISCAL IMPACT: The fiscal impact has not yet been determined. Costs will <br />depend on the final remediation scope and the allocation of <br />responsibilities between the County and Waste Management. <br />RECOMMENDATION: Discuss the status of remediation planning for the former <br />transfer station site.
