B. <br />6. Assist CLIENT in the submittal of FM sponsor cerlifications. These include the "selection of <br />Consultants", "project Plans and Specificaiions", "Drug Free Workplace", "EquipmenVConstruction <br />Contracts", "Oisctosure iegarding Fotential Conflicts" bnd "Construction Project FinalAcceptance". <br />T. provide the following services related to Federal Disadvantaged Business Enterprise requirements <br />(DBE) <br />a. Redevelop sponsor's DBE Program Plan in accordance with the Disadvantaged Business <br />Enterprise lfiAf; Rrogram triggered by the lnterim Final Rule dated October 3, 2025 and <br />submit to FM Civil Rights for review and approval' <br />b. Analyze opportunitiesior Disadvantaged Business Enterprise (DBE) participation during <br />construction and assist CLIENT in preparing a three-year goal for the ACIP projects' <br />coordlnate cLlEN|T DBE GoalAdvertlsements for the new three-year goalutt tlre <br />CLIENT's website for a minimum of 30 days. Finalize and submit new three-year goal to <br />FAA Civil Rights office, notify FAA ADO in writing once goal has been submitted. <br />c. Prepare and submit annual DBE reporting' <br />B. Prepare and submit four (4) FAA Quarterly Performance Reporls and two (2) Fiscal Year End <br />Financial FAA271 and 425 forms throughout the project' <br />g. Attend eight (8) meetings with the Airport Advisory Board and/or County (6 virtualand 2 in person) <br />during tn6 prbjbct in orier to keep Aiiport personneland management abreast.of the progress of <br />the piojects. Discussions will inciude project phasing, budget and schedule updates <br />,10. Assist CLIENT in preparation and processing of monthly Retuest for Reimbursement (RFR) by <br />submitting data as described. lt is anticipate.O tnatthe CLlENTwill prepare and process ten (10) <br />monthly Jets of RFR 'packages' for this project. J-U-B will provide documentation of costs for the <br />CLIENT,s use in performin! the Requesi for Reimbursements including consultant invoices, <br />reimbursement spreadsheet and Standard Form 271' <br />Subtask 002: Construction Phase <br />1. prepare and distribute Notice of Award, Construction Agreement and other contract documents' <br />Review Construction Agreement, bonds and insurance documents submitted by Contractor, and <br />assist cLIENT and contractor in processing documents for the project. <br />Z. Coordinate with FAA and the CLIENT throughout the award process. Submit bid documentation <br />including copies of all executed contract documents as required by the FAA' <br />3. provide pre-construction coordination; prepare a detailed Pre-Construction Conference agenda <br />and displays, conduct a Pre-Construction Conference on behalf of the CLIENT and prepare and <br />issue minutes of the pre-Construction Conference; include FAA items in conference agenda. lt is <br />anticipated that J-U-B will conduct this meeting at the Airpod' <br />4. Review the Contractor's Work Schedule and verify that it is consistent with the requirements of the <br />Contract Documents. Coordinate construction activity schedule with CLIENT and Airport <br />operations. <br />5. Review submitted shop drawings, Contractor Safety and Security Plan, Quality Control Plan and <br />all submittals required by thJ Contract Documents. Comment and return all submittals to <br />Contractor for their use andior revisions and resubmittal' <br />6. Construction staking shall be provided by the contractor as part of the construction contract' <br />J-U-B will provide b6nchmarks and horizontal control points for the contractor's use. Prior to staft <br />of construction, .l-U-g survey crew will provide survey check to confirm control still has not be <br />altered prior. <br />7. prepare a Construction Management Plan in accordance with FAA guidelines. lncorporate <br />Contractor's euality Control Plin information into the plan.
