LONG RANGE PLANNER JEREMY JOHNSTON stated that the comments that <br /> were received were provided to the Planning Commissioners . CDS <br /> staff has been working with Easton for about 2 years now on the <br /> subarea plan and in the last comment period staff received a lot <br /> of comments from people who had some concerns regarding what was <br /> being proposed in the plan. Staff met with the community members <br /> that submitted comments and they requested certain changes of <br /> language that they felt was contentious . Staff felt the <br /> conversation went well and they were able to explain the purpose <br /> of the subarea plan and stated that there are annual <br /> opportunities to amend the plan. COMMMISSIONER HINKLE commended <br /> staff on their outreach to the public . <br /> ERIN O'KELLEY, Kimley-Horn, presented a PowerPoint on the 2026 <br /> Comprehensive Plan Periodic update . The kititascounty2026 .com <br /> website has been updated after every public hearing, to include <br /> all the documents and public comments received. There were 58 <br /> public comments received between March 26th and April 27th. The <br /> majority of the public comments addressed the draft Easton <br /> Subarea Plan. The comments related to the draft Easton Subarea <br /> Plan have been reviewed by county staff and will be forwarded to <br /> the Board of County Commissioners . ERIN O'KELLEY provided an <br /> overview of the public hearing process, she stated that we held <br /> the staff briefing in April to the Planning Commission. <br /> Tonight' s hearing is open to the public and once the record is <br /> closed the Planning Commissioners will begin their deliberations <br /> and finally provide a recommendation to the Board of County <br /> Commissioners . <br /> CHAIRMAN TAYLOR opened public comment . <br /> THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF <br /> THE HEARING WAS CLOSED BY CHAIRMAN TAYLOR. <br /> The Planning Commissioners began their deliberations . CDS <br /> DIRECTOR BALA stated that for clarification purposes that <br /> Commissioner Deneen had emailed some questions, staff contacted <br /> Facet and they provided a response and staff provided a memo, <br /> that is available in the meeting packet . COMMISSIONER PEARSON <br /> asked who determines best available science (BAS) when it comes <br /> to determining wetlands? CDS DIRECTOR BALA stated that the <br /> agencies does this . COMMISSIONER HINKLE stated it is the <br /> agencies unless the county is willing to spend money for their <br /> own studies . LONG RANGE PLANNER JOHNSTON stated that on a <br /> project specific level, the applicant could go and get their <br /> wetland delineation completed and staff would accept that but we <br /> can' t change the map.
