c. The Subrecipient shall provide a fifty percent (50%) cash match from non-federal source(s). The <br />Federal share applied toward the EMPG budget shall not exceed fifty percent of the total budget <br />as submitted and approved in the application and documented in the Budget (Attachment F). To <br />meet matching requirements, the Subrecipient's cash matching contributions must be verifiable, <br />reasonable, allowable, allocable, and necessary under the grant program and must comply with <br />all state and Federal requirements and regulations, including, but not limited to, 2 CFR Part 200. <br />An appropriate mechanism must be in place to capture, track, and document matching funds. <br />d. To gather data for the required FEMA deliverables (i.e., Stakeholder Preparedness Review [SPR], <br />Threat Hazard ldentification and Risk Assessment [THIRA]), EMD is continuing the pilot of the <br />three-year County Emergency Preparedness Assessment (CEPA) process with workshops <br />occurring in a third of the 39 counties each calendar year 2024-2026. All Subrecipients that have <br />not compteted a 0EPA worl(shop in calendar year 2024 ot 2025,ro! partlclpate ln and complete <br />a CEPA workshop located in their county in calendar year 2026to receive EMPG funding. <br />e. Subrecipients shall participate in the State's lntegrated Preparedness Planning Workshop <br />(IPPW), Non-participation may result in withholding funding under future grant years. <br />f. lf funding is allocated to non-FEMA training, the Subrecipient must request glgg written approval <br />from the Department Key Personnel before attending the training. The Department will coordinate <br />approval with the State Training Point of Contact. Pursuant to DHS/FEMA Grant Programs <br />Directorate lnformation Bulletin No. 432, Review and Approval Requirements for Training <br />Courses Funded Through Preparedness Grants, https://www.fema.qov/sites/defaulUfiles/2O20- <br />04/Traininq Course Review and Approval lB Final 7 19 18.pdf, thetraining must fall within <br />the FEMA mission scope and be in alignmentwith the Subrecipient's Emergency Operations Plan. <br />This requirement only applies to training courses and does not include attendance at conferences. <br />Furthermore, additional federal approvals are required for courses that relate to Countering <br />Violent Extremism prior to attendance. <br />g. All personnel funded under this Agreement shall complete and record proof of completion of: <br />i, NIMS training lndependent Study (lS): lS-100, lS-200, lS-700, and lS-800, and <br />ii. Either the FEMA Professional Development Series (PDS) lS-120, lS-230, lS-235, lS-240, <br />li3,-)a1,lS-242, and l5-244, gg the Emergency Management Professionals Program (EMPP) <br />BasicAcademy l5-230, E1L1O1,ElL102, E/L103, E|L1OA and E/1105. <br />DHS TERMS AND CONDITIONS <br />As a Subrecipient of 25EMPG funding, the Subrecipient shall comply with all applicable DHS terms and <br />conditions of the 25EMPG Award Letter and its incorporated documents for the Grant, which are <br />incorporated and made a part of this Agreement as Attachment C, <br />c. <br />DHS-FEMA-EMPG-FY25 Page 12 of50 Kittitas County, E26-241
