Planning Commission public hearing, deliberation, and formal recommendation (April — <br />May). <br />Board of County Commissioners public hearing(s), deliberation, and adoption of <br />ordinance(s) (May —July). <br />Post -adoption implementation tasks: update application forms and tracking systems, <br />staff/permit reviewer training, public information materials, and notification to affected <br />parties. <br />Milestone/Deliverable: Final ordinance adopted by July 14, 2027, with clear effective <br />date and transition rules. <br />Task 5: Close -Out & Ongoing Monitoring Timeline: July 15 — August 4, 2027 (and beyond as <br />needed) <br />Final written report to the Board summarizing work plan outcomes, ordinance changes <br />(or repeal), and implementation status. <br />Preparation (if necessary) for any required six-month renewal hearing with updated <br />findings and work plan. <br />Post -moratorium monitoring of TDR activity (if program continues) and compliance with <br />new rules. <br />Success Metrics <br />• Clear Board direction on preferred path (revise or repeal) by end of 2026. <br />• Draft ordinance(s) that directly and comprehensively address all Commerce -identified <br />deficiencies. <br />• Documented, meaningful stakeholder input incorporated into final product. <br />• Zero new TDR applications accepted during the moratorium period. <br />• Adopted regulations (or repeal) that are internally consistent with the 2026 <br />Comprehensive Plan and demonstrably protective of rural character and natural resource <br />lands while directing growth to appropriate urban locations. <br />This Work Plan may be amended from time to time by Board direction to reflect new <br />information, resource availability, or evolving circumstances. <br />
