We also advise providing similar information to fully address this within the Capital Facilities Plan Element. As you consider revisions, we encourage you to provide a level of detail which identifies whether the County's current utilities, facilities and services are sufficient to serve the existing and projected growth within and outside of cities and UGAs. We recognize that certain appendices offer additional information relevant to these suggestions, but integrating more detail directly within the comprehensive plan's elements will better demonstrate fulfillment of minimum requirements for these elements.'' Revisions such as these will help Kittitas County highlight fulfillment of GMA requirements as well as provide a stronger record of past and ongoing coordination with service providers. Planning for energy production and storage: We suggest amending Utilities Policy 24 (U-P24) to include a study or studies for each type of energy production facility listed under Utilities Goal 7 (U-G7). We also recommend referring to energy storage systems (ESS) in addition to or instead of battery storage, since the energy sector has evolved to include battery storage as well as other forms of storage technologies. These changes would improve what we already recognize as a pragmatic policy that takes an analytical approach to building the community's long-term resilience. Strengthening the Transportation Element and eliminating duplicative sections: We advise the County review and consolidate Appendix I into the Transportation Element (Chapter 5). Integrating a substantial portion of the content from Appendix I into Chapter 5 would strengthen the Transportation Element and the comprehensive plan, overall. Although Appendix I is titled Transportation Data, its structure, contents, and vision statement within the introduction identify this as a transportation element rather than strictly supplemental data. Appendix I appears to be a Transportation Element from an earlier version of the County's comprehensive plan Including this in its current form increases the County's risk of adopting a plan with duplicative, outdated or conflicting components. Both Chapter 5 and Appendix I contain visions and purpose statements that indicate, "this Transportation Element aims to provide a 20-year vision for the County's transportation system," although only Chapter 5 revises the timeframe from 2038 to 2048. Since RCW 36.70A.130 requires a 20-year planning horizon, we recommend removing the word "aims" to emphasize the County's fulfillment of the statutory intent and ensure that all timeline references are consistent with the updated planning timeframe. Whether retaining these distinct transportation sections or consolidating the best qualities of both into Chapter 5, carefully verify that all transportation content accurately reflects updated existing conditions and covers the current 20-year planning horizon.
