We have reviewed the Draft Comprehensive Plan and supporting documents which Kittitas County provided with this P1anView Submittal (2026-S-11466). We acknowledge the dedication this submittal reflects and appreciate your coordination with our agency to fulfill the community's vision in a manner that is consistent with GMA goals and requirements. We recognize that Kittitas County is not currently proposing amendments to designated resource lands nor Urban Growth Area (UGA) changes. We also encourage the County to consider the following comments and recommendations as you continue working toward completion of the 2026 Periodic Update. We found the following features of the comprehensive plan to be noteworthy and appreciate the work of officials, staff and other contributors engaged in the community's planning process: • The comprehensive plan includes all elements required by RCW 36.70A.070 and is organized into an overall well -written public document. Kittitas County has clearly documented its thorough review of comprehensive plan policies to identify and resolve redundancies and make other improvements to support the plan's effectiveness and readability? • Appendices supplement elements with maps; inventories and finance plans; data analysis; a glossary of planning terms; subarea plans (Snoqualmie Pass, Suncadia and Easton areas) and documentation of public participation. • We note the County's efforts integrating resilience to natural hazards resource management into the comprehensive plan. This includes Section 2.2.7—Private Property and Water Rights within the Land Use Element highlighting the County's use of water banking. A best management practice, the plan did not include this prior to the last Periodic Update. We encourage further integration of specific goals and policies that will continue building upon this foundation for stewarding water resources.
