KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br /> <br />PUBLIC WORKS – BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br /> <br />STUDY SESSION DATE: June 22, 2026 <br /> <br />TOPIC: Bowers Field Hanger Taxilane Complex Project <br /> <br />ACTION REQUESTED: Approve a Resolution to Award the Contract for the Bowers <br />Field Hangar Taxilane Complex Project and Authorize the <br />Public Works Director to execute the same. <br /> <br /> <br />LEAD STAFF: Joshua Fredrickson <br /> Public Works Director <br /> <br />RECOMMENDATION: Approve the Resolution to Award the Contract for the Bowers <br />Field Hangar Taxilane Complex Project and Authorize the <br />Public Works Director to execute the same. <br /> <br />BACKGROUND: On April 27, 2026, the BOCC approved a Notice of Call for <br />Sealed Bids for the construction of the Bowers Field Hangar <br />Taxilane Complex Project. Sealed bids were opened publicly on <br />May 21, 2026, at Kittitas County Public Works. There were six <br />(6) responsive bids received. The lowest responsive bid was <br />from Western Excavating Inc. in the amount of $641,883.27. <br /> <br />The Federal Aviation Administration (FAA) reviewed bid <br />documents and responded on June 3, 2026, with concurrence to <br />award. <br /> <br />The project involves construction of new taxilanes for future <br />hangar development south of the existing main General Aviation <br />Apron. The project will also include taxilane safety and object <br />free area grading, relocation of airport perimeter fencing, <br />installation of utility sleeves as needed to avoid future pavement <br />cuts in the proposed taxilane, drainage work and installation of <br />pavement markings on the proposed taxiway. Construction <br />duration is anticipated to be three months. <br /> <br />The Federal Aviation Administration is providing grant funding <br />for 95 percent of the project through grant number 3-53-0026- <br />025-2026. A local match of 5 percent is required and budgeted in <br />the airport fund. <br /> <br />INTERACTION: Public Works. <br /> <br />
