Dept.of Public Works <br /> Page 2 <br /> Permits:The applicant has completed a single-family wetland certification and submitted <br /> permit WC-26-00005 and a Preliminary Site Analysis PSA-26-00161 with Community <br /> Development Services. <br /> Location: Parcel 084134 is located at 9131 Naneum Road in Ellensburg, WA in Township 19N, <br /> Range 18E, Section 4. <br /> II. POLICY AND REGULATORY REQUIREMENTS IN RELATION TO REQUEST <br /> The proposal for a variance is to waive the 2024 Kittitas County Road Standards, specifically: <br /> ■ Section 12.04.07.050,Access Placement Standards, Item 7: No more than one access <br /> shall be granted to an individual parcel or continuous parcels under the same ownership. <br /> • Section 12.04.05.080: Minimum culvert diameter of 18 inches with beveled ends. <br /> III. SUGGESTED FINDING OF FACTS <br /> This matter having come before the Road Variance Committee upon the above referenced Road <br /> Variance Application submitted by Chet Morrison Jr, owner of Parcel 084134, the Road Variance <br /> Committee makes the following Findings of Facts, Conclusions of Law and Decision related to <br /> the above referenced matter: <br /> 1. The Road Variance Committee finds that Chet Morrison Jr, owner of parcel 084134 <br /> submitted a road variance application on June 11, 2026. <br /> 2. The subject property is located at 9131 Naneum Road, Ellensburg WA. <br /> 3. The Committee finds that the applicant is asking for a variance to the 2024 Kittitas County <br /> Road Standards, specifically: <br /> • Section 12.04.07.050,Access Placement Standards, Item 7: No more than one access <br /> shall be granted to an individual parcel or continuous parcels under the same ownership. <br /> • Section 12.04.05.080: Minimum culvert diameter of 18 inches with beveled ends. <br /> The applicant is requesting a second residential access to the parcel using Bar 14 Road, as it is <br /> constructed with a 12 inch unbeveled culvert, for the placement of a manufactured home. <br /> 4. The Committee finds that applicant proposed no mitigation. <br /> 5.
