BACKGROUND INFORMATION <br /> Proposal: A Road Variance from Chet Morrison Jr, owner of parcel 084134 located at 9131 <br /> Naneum Road, Ellensburg, WA. The applicant is requesting a variance from the 2024 Kittitas <br /> County Road Standards, specifically: <br /> • Section 12.04.07.050,Access Placement Standards, Item 7: No more than one access <br /> shall be granted to an individual parcel or continuous parcels under the same ownership. <br /> • Section 12.04.05.080: Minimum culvert diameter of 18 inches with beveled ends. <br /> The applicant requests approval of a second residential access on the parcel, utilizing an existing <br /> 12-inch unbeveled culvert, as constructed, for the placement of a manufactured home.The <br /> applicant states that the access has existed in this location as an agricultural access for more <br /> than 70 years and that the improvements were completed using the same diameter culvert that <br /> previously existed. <br /> Proposed Mitigation:The applicant has not proposed any mitigation measures. <br /> Site and Traffic Information: The subject access is located on Bar 14 Road, which intersects <br /> Naneum Road. Bar 14 Road is a dead-end county roadway that does not currently provide <br /> through access.The subject access is located approximately 0.03 miles east of the roadway <br /> barricade at Naneum Creek.The subject parcel, addressed as 9131 Naneum Road, is 79.20 <br /> acres. <br /> The access has been constructed with an approximately 52-foot-wide apron connection to Bar <br /> 14 Road and includes a 12-inch unbeveled culvert.
