Page 1 of 2 <br />Information Technology “Study Session Staff Report”, 1/26/2026 <br />KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />STAFF REPORT FOR <br />STUDY SESSION <br /> <br />Information Technology <br /> <br />STUDY SESSION DATE: 1/26/26 <br /> <br />TOPIC: Discussion of Unplanned Purchases Affecting the ETF <br /> <br />ACTION REQUESTED: No Action - Information Only <br /> <br />LEAD STAFF: Zane Kinney <br /> <br />RECOMMENDATION: <br />No recommendations. <br /> <br />BRIEFING SUMMARY: <br />• Users cannot login to the Laserfiche repository because of a concurrent user <br />limitation. <br />• CDI, owner of Laserfiche, proposed upgrading the County’s license to an <br />unlimited concurrent user license. <br />• IT has moved forward with upgrading the County’s Laserfiche user license. <br />• This upgrade will be added to the County’s 1st round of budget amendments. <br />• HR Director Jeanne Killgore is looking into replacing the County’s pre- <br />orientation and separation of service with Neogov’s onboarding and offboarding <br />training modules. <br /> <br />DISCUSSION: <br />The public can anonymously access this repository through a weblink that allows for a <br />limited number of concurrent users to be logged in. The IT department’s app team have <br />received reports of users having log in problems because of the concurrent user <br />limitation. Cities Digital Inc., owner of Laserfiche, proposed upgrading the County’s user <br />license to unlimited users. Assistant IT Director Zane Kinney has discussed this solution <br />with Finance & Budget Director Zack DeHaven and the Central Services Committee who <br />agreed that this was the most cost-efficient solution. This upgrade wasn’t budgeted for in <br />2026. <br /> <br />HR Director Jeanne Killgore has been looking into replacing the County’s onboarding <br />and separation of service. Neogov provides additional modules for onboarding <br />and offboarding. Mrs. Killgore would like to use as the replacement for the current <br />CAMAS features. <br /> <br />FISCAL IMPACTS: <br />One-Time Laserfiche License Upgrade Cost: $28,906.11 <br />Annual Maintenance Cost: $10k
