KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: May 27, 2026 <br />TOPIC: BEAD Broadband Award and Consultant <br />Services <br />ACTION REQUESTED-0 Direct Staff to Prepare Enabling Documents <br />LEAD STAFF: <br />1 <br />Josh Fredrickson <br />RECOMMENDATION: <br />Direct Staffto prepare enabi *1 <br />Seryices <br />ng documents for the BEAD funding award and Consultant <br />BRIEFING SUMMARY: <br />Federal funding through <br />the Broadband Equity Access and Deployment (BEAD) <br />program is being made available to successful applicants <br />• K*itt'i'tas County has been notified of seven project area awards for broadband <br />expansion <br />• BEAD program will require consultant assistance and support <br />• The County has previously contracted with JRP Innovative Solutions for the <br />broadband initiative and project support <br />BACKGROUND: <br />Funding for deployment of broadband services to areas within the County has been made <br />available through the National Telecommunications and information Administration <br />(NTIA) Broadband Equity Access and Deployment (BEAD) Program. BEAD is <br />administered by the Washington State Broadband Office (WSBO) within the Washington <br />State Department of Commerce. <br />Projects require twenty-five (25) percent match. The Washington State Legislature has <br />approved funding to support match funding for qualifying public projects. Projects within <br />Kittitas County are eligible to receive the state match funds. <br />DISCUSSION: <br />Seven project area applications were submitted to WSBO for consideration i*n K'I'ttl"tas <br />County. WSBO sent a letter notifying award for the seven PAroect areas submitted. The <br />County has been awarded $24,681,257 with Infrastructure Investment and Jobs Act <br />
