<br /> <br /> <br />KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br /> <br />PUBLIC WORKS STUDY SESSION <br /> STAFF REPORT <br /> <br />AGENDA DATE: May 19, 2026 <br /> <br />ACTION REQUESTED: Request to Approve a Resolution to Adopt the CWU Technology <br />Transfer Center Feasibility Study, Capital Stacking Plan and Grant <br />Support Documents. <br /> <br /> <br />BACKGROUND: The Washington State Community Economic Revitalization Board <br />(CERB) selected Kittitas County to receive planning grant funding. <br />This funding is to aid in financing the cost of the Kittitas County <br />CWU Technology Transfer Center Feasibility Study (Project). <br /> <br />This study has focused on the opportunities to transform the Old Heat <br />building on the CWU campus into a center for innovation, training <br />and economic growth. To help support economic growth the space <br />within Old Heat has been identified for future use for technology, <br />advanced manufacturing and entrepreneurship. <br /> <br />The project report was presented at the February 9, 2026 Public <br />Works Study session. And the Capital Stacking Plan and Grant <br />Support documents were presented at the May 11, 2026 Study <br />Session. These documents are now prepared for final adoption. <br /> <br />Adopting the Project plan is required to finalize the grant received <br />from CERB. The Capital Stacking Plan and Grant Support <br />Documents along with the Project plan can then be used to seek <br />additional funding and support for the development of the building. <br /> <br />INTERACTION: Public Works <br /> <br />RECOMMENDATION: Approve a Resolution adopting the CWU Technology Transfer Center <br />Feasibility Study, Capital Stacking Plan and Grant Support <br />Documents. <br /> <br />HANDLING: Return One original to Public Works <br /> <br />ATTACHMENTS: Resolution; CWU Old Heat Feasibility Study; Capital Stacking Plan; <br />Grant Support Documents <br /> <br />LEAD STAFF: Josh Fredrickson, Director
