DHS-FEMA-EMPG-FY25 Page 45 of 50 Kittitas County, E26-241 <br />Attachment D <br />WORK PLAN <br />FY 2025 Emergency Management Performance Grant <br />The purpose of this attachment is to identify the activities planned by the Subrecipient under this Grant <br />Agreement, funded by EMPG and required match funding, and subsequently approved as allowable under <br />EMPG by the EMPG Program Manager. <br /> <br />Emergency Management Organization: Kittitas County Sheriff's Office <br />The purpose of EMPG is to assist with the enhancement, sustainment and improvement of state, local, and tribal <br />emergency management programs. Activities conducted using EMPG funding should relate directly to the five mission <br />areas of the national preparedness goal of prevention, protection, response, recovery, and mitigation. Washington <br />State does not require a specific number of activities to receive EMPG funding. However, there are required <br />capabilities that must be sustained in order to remain eligible for EMPG funding, including but not limited to the <br />ability to communicate and warn, educate the public, plan, train, exercise, and be NIMS compliant. The Work Plan <br />delineates the Emergency Management Organization's emergency management program planning and priority focus <br />for this grant cycle (to include EMPG grant and local funds). <br /> <br /> <br /> <br />Priority Area #1 4.8 Communications and Warning <br />Primary Core Capability Operational Communications <br />Build or Sustain Building <br />WORK PLANNED IDENTIFIED GAP/NEED ANTICIPATED PROJECT IMPACT <br />Build the capability of an <br />interconnected, interagency system <br />of radio communications to conduct <br />exercises and operations for MRC, <br />CERT, AUXCOM, and SAR. <br />2024 Washington SPR p. 169 <br />“Equipment gaps exist across all <br />functional areas within this core <br />capability. 36 percent of the necessary <br />equipment for this capability does not <br />exist or is not in place across the state. <br />Gaps include the lack of or inadequate <br />specialized vehicles and related <br />equipment, communication equipment, <br />communication infrastructure, <br />redundant communication methods, <br />secure communication equipment, and <br />other equipment relating to the <br />functional areas within this core <br />capability.” <br />The project will address the <br />identified gap of communication <br />equipment. This project will <br />accomplish beginning to build <br />Kittitas County’s cache of radios <br />that can be used within multiple <br />departments, organizations, or <br />even regionally for volunteers, <br />exercises or real-world incidents. <br />Purchase VHF capability radios. Through multiple exercise AARs, it has <br />been determined that communication is <br />one of the biggest problems during <br />operations. Part of that is the <br />equipment we provide, so we require <br />this new equipment to better prepare <br />for disaster response. <br />The intended outcome is to have <br />enough interoperable radios to <br />support events, exercises, and <br />real-world incidents. <br />This project will impact large <br />events like Kittitas County Fair and <br />Rodeo, and other events that <br />require large amounts of <br />volunteer communication. This <br />project will also impact the <br />consistently identified gap of <br />communication efficiency during <br />exercises due to lack of <br />equipment; helping our exercises <br />become focused on objectives <br />with more equipment.
