KITTITAS COUNTY <br />EC STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1 10:00 AM I Aril 27, 2026 <br />Board members present: Vice -Chairman Brett Wachsmith, Commissioner Laura Osiadacz <br />Others: Event Center Director Kady Porterfield, Maintenance and Solid Waste Director Patti <br />Stacey <br />1. Call to Order 10:00am <br />2. Citizen Comments (1 min. time limit) None <br />3. Review and Approval of Change Order No. 7 for Rodeo Grandstands Project: Porterfield <br />shared the staff report (attached) and requested Vice -Chairman's signature in absence of the <br />Chairman. Commissioner Osiadacz moved to approve the change order. Vice -Chairman <br />Wachsmith seconded the motion. Motion passes. <br />4. Grandstands Project Updates: Porterfield shared the staff report (attached) and added an <br />update about the delays and progress of the contractor's rock picking of the arena to bring it back <br />to original existing condition. This week's barrel race had to be cancelled, but we are currently <br />on track to hold the 5-Header event. Patti Stacey shared information about a couple pending <br />change order proposals that are being reviewed. <br />5. Red Cross Shelter Facility Plan: Porterfield shared the staff report (attached). There were no <br />questions and all were in agreement it's a good thing to keep moving forward. <br />6. Approve Continued Use of Temporary Fair Aide: Porterfield shared the staff report <br />(attached). Commissioner Osiadacz added that this proposal fits within the current processes <br />allowed within the budget policy and has budget saving benefits. Commissioner Osiadacz moved <br />to approve the continued use of a temporary fair aide for 2026. Vice -Chairman seconded the <br />motion. Motion passes. <br />7. Update on City Sidewalk Project: Porterfield shared the staff report (attached). She added <br />that she has a meeting scheduled on -site with the City today to do a walk-through. Stacey added <br />that the electrical re-routing project for the future RV Park is being coordinated with this project. <br />The City approved the permit last week and bids for the contract work are due next week. Bids <br />were requested through use of the Small Works Roster given the size and scope of the project. <br />8. Other Business: Porterfield shared that KVEC just closed out the big Back Country <br />Horseman event this weekend and feel it was a successful move for them to have their event in <br />April over March.
