4. <br />5. <br />Department's Contracts Office will request the Subrecipient submit an updated form at the <br />beginning of each calendar year in which the Subrecipient has an active agreement' <br />d. To document compliance with the National lncident Management System (NIMS)' the <br />Subrecipient shall complete the annual NIMS survey conducted by Washington <br />Emergency Management Division (EMD). <br />NIMS COMPLIANCE <br />a. The Nationat lncident Management System (NIMS) identifies concepts and principles that <br />answer how to manage emergencies ftom preparedness to recovery regardless of their <br />cause, size, location, 6r complexity. NIMS provides a consistent, nationwide approach and <br />vocabulary'for multiple agencies-or lurisdictions to work together to bujld, sustain, and <br />deliver the core capabilities needed to achieve a secure and resilient nation. <br />b. Consistent implementation of NIMS provides a solid foundation across jurisdictions and <br />disciplines to ensure effective and integrated preparedness, planning, and response' <br />NIMS empowers the components of the liationaf Preparedness System, a requirement of <br />presidential policy Directive 8, to guide activities within the public and private sector and <br />describes the planning, organizitional activities, equipping, training, and exercising <br />needed to build and sustain the core capabilities in support of the National Preparedness <br />Goal. <br />c. ln order to receive federal preparedness funding from the Department, the Subrecipient <br />must ensure and maintain adoption and imple mentation of NIMS. See Agreement <br />Attachment A,Article ll section 3.c. for associated repo rting requirements. The list of <br />objectives used for Prog ress and achievement rePorti ng can be found at <br />d. FEMA requires phased implementation of the National Qualification System (NQS) for <br />EMpG sunrecipLnts. The NQS lmplementation Objectives reflect the. concepts and <br />principles coniained in NQS doctrine and aim to promote consistency in NQS <br />implementation nationwide. Subrecipients will be considered in compliance with NQS <br />requirements as long as they are woiking towards implementing the NQS lmplementation <br />Objectives can be found at <br />https://www.fema.qov/sitesidefaulUfiles/documents/fema nims-n0s-imPlementation- <br />eployable personnel (determined by the <br />@quiredtomeetNQScertificationrequirements. <br />For 24EMPG NQS Phase 2 of implementation, subrecipients must: <br />i. Design procedures for an organizational qualification system and subsequently <br />document aPProval. <br />ii. Ensure designated EMPG-funded deployable personnel meet the minimum <br />training requiiements for their job titleiposition qualification. <br />iii. Track qualification, certification and credentialling for EMPG-funded deployable <br />personnel. <br />iv. Describe the status of implementation as a part of the annual NIMS survey <br />conducted by EMD staff at the end of the calendar year' <br />v. Note within the EMPG final report which EMPG funded personnel are categorized <br />asdeployableandstatusofimplementation,asapplicable. <br />EQUIPMENT AND SUPPLY MANAGEMENT <br />a. The Subrecipient and any non-federal entity to which the Subrecipient makes a subaward <br />shall compty with 2 cFR 200.317 through zbo.g2l, and all washington state procurement <br />statutes, when procuring any equipmen-t or supplies under this Agreement, 2 CFR 200'313 <br />for management of eq-uipmeni,'and 2 CFR 200.314 for management of supplies, to <br />include, but not limited to: <br />DHS-FEMA-EMPG-FY24 Page 5 of 44 Kittitas CountY, E25-254
