19 Snoqualmie Pass Comprehensive Safety Plan I Kittitas County <br />Kittitas County Comprehensive Plan <br />Transportation Element (2 0 zl)s <br />The Kittitas County Comprehensive Plan Transportation Element envisions a <br />safe, balanced, and efficient multimodal transportation system that supports <br />both local and regional growth while preserving the county's rural character. <br />The plan is structured around core goals which guide infrastructure investments, <br />transportation policies, and mobility strategies. Key transportation goals (T-G) <br />and policies (T-P) in the plan related to safety include: <br />. T-G1: Safe - Create a transportation network that can be shared safely <br />by all users and provides sufficient access for emergency response. <br />. T-P1: Require new development to provide multiple access points <br />that are designed to support emergency access and evacuation. <br />. T-P2: Develop or update the existing evacuation plan that is interagency, <br />ties specific transportation route designations to a countywide and <br />regionally based system of emergency traffic routes, and identifies <br />evacuation centers that accommodate people, pets, and livestock. <br />. T-P3: Develop and maintain a safe, efficient and environmentally <br />sound multi-modal transportation system in accordance <br />with local, state, and federal requirements. <br />. T-P4: Provide all weather, all-season use of the road <br />system for the movement of goods and services. <br />. T-P5: Develop road standards that incorporate traffic calming techniques <br />that are appropriate for the roadway and surrounding land use. <br />. T-P6: lmplement safety improvements in areas with high accident locations, <br />prioritizing those locations with pedestrian or all-terrain-vehicle collisions. <br />. T-P7: Seek program funds for implementing investments <br />identified in the countywide safety plan. <br />. T-P8: Encourage new development to provide <br />for safe transportation alternatives. <br />Snoqualmie Pass Sub-Area Comprehensive <br />Plan - Master Plan (2016)tl <br />The subarea plan addresses critical transportation challenges in Snoqualmie <br />Pass by outlining strategies to enhance safety, access, and mobility for residents, <br />visitors, and businesses. The transportation section presents a comprehensive <br />approach to improving safety, reducing congestion, and upgrading infrastructure, <br />emphasizing collaboration between WSDOT, Washington State Patrol, local <br />businesses, and the community. Key focus areas include truck parking, pass <br />closures, traffic management, pedestrian safety, and public transit improvements, <br />ensuring a more efficient and safer transportation network for all. <br />After the review above and extensive community input, the following overall <br />goals were identified: <br />. Create a shared vision of the future of the Pass area through <br />a community-based updated Comprehensive Plan. <br />. Create a vibrant year-round community in the Pass area capable of supporfing, <br />and suitable for, both residents and recreational visitors to the area alike. <br />. Establish a unifying theme or motif for development in the <br />Pass area, whether through consistent signage or common area <br />elements, encouraged design features, or similar approaches. <br />. lncrease the economic and housing viability of the Pass area by giving <br />the economic impact of any activity or decision high priority. <br />. Protect the ability to expand recreational opportunities, both <br />winter and summer, to accommodate visitor growth. <br />. Plan adequate infrastructure improvements, both transportation <br />and utilities, to accommodate present and future needs. <br />.
