.. r.1 <br />Kittitas County I Snoqualmie Pass Comprehensive Safety Plan 18 <br />Prior Plans and Efforts <br />Kittitas County and Snoqualmie Pass have developed plans and policies over the past decade <br />that guide transportation project development and transportation satecy invesf,ments, including <br />the Kittitas County Road Safety Improvement Plan (2025), Kittitas County Capital Improvement <br />Program 2024-2029 SixYearPlan(2O23), Kittitas CountyComprehensive Plan(2O21), the Snoqualmie <br />Pass Sub Area Comprehensive Plan - Master Plan (2016), and the Washington State Truck Parking <br />Implementation Plan(2024). Relevant aspects of these plans are summarized below. Additional plans <br />and policies in the county and region are reported in AppendixA. <br />Kittitas County Road Safety <br />Improvement Plan (2025)- <br />This plan continues the County's biennial effort to improve <br />safety across its road network. Developed in alignment <br />with the Washington State Department of Transportation <br />(WSDOT) Highway Safety lmprovement Program (HSIP) <br />grant methodology,t the plan analyzes crash data, staff <br />feedback, and roadway characteristics to identify and <br />prioritize safety projects. These projects incorporate a <br />range of countermeasures and considered factors such <br />as estimated cost, feasibility, and implementation. Total <br />project costs were calculated and, when necessary, divided <br />into phases to align with available funding opportunities: <br />. Priority 1: Kittitas Highway and No. 6 Road lntersection <br />lmprovement Planning and lmplementation. <br />. Priority 2: Corridor lmprovements Countywide. <br />. Priority3: Huntzinger Road Safety lmprovements <br />Phase 2 (MP 2.70 to MP 5.14). <br />. Priority 4: Denmark Road Safety lmprovements. <br />. Priority 5: Bridge and Structure lmprovement Project. <br />While this plan analyzed crash data and trends across the <br />County, it did not identify any specific safety challenges or <br />propose any countermeasures in the Snoqualmie Pass Area. <br />Kittitas County Capital <br />Improvement Progra m 2024- <br />2029 SixYear Plan (2023)* <br />This plan outlines key infrastructure projects across Kittitas <br />County's road network. The plan includes the following <br />projects in Snoqualmie Pass: <br />. Yellowstone Road Culvert Replacement This project <br />will replace the existing undersized and deteriorating <br />culvert with a larger culver that has the capacity to <br />handle high water flow and sediment in the stream. <br />The culvert replacement will prevent the washout of <br />the county road as well as improve fish passage. <br />. Short Span Bridge Replacement, Phase 1: This <br />project will repair or replace short span bridges- <br />structures less than 20 feet long-throughout <br />Kittitas County, including in the Snoqualmie Pass <br />area.
