From: Laura Osiadacz
To: Chad Bala;Jeremy Johnston
Subject: Notes from meeting with Teresa Castrilli,Easton Community Member
Date: Wednesday,April 15,2026 10:59:56 AM
Hi Chad and Jeremy-
I am memorializing the notes I took from a meeting I had with Teresa Castrilli regarding
Easton and her thoughts. I think this should be part of the record because there is a lot of
information I recorded from the meeting. This information is not necessarily my views,
but notes written from the conversation so there could be a record of what was shared
from Ms. Castrilli and her thoughts. These may not be in complete sentences, but I do
believe they should be part of the record regarding the Easton Subarea Plan.
Notes from 4/3 meeting at UKC Courthouse w/Teresa Castrilli
0 Teresa currently sits on many committees including: Mountain to Sounds
Greenway, Backcountry Horsemen. Her area of concern is mainly paths, trails,
and has growing concerns about multi-use. She uses the Palouse to Cascades
Trail daily.
0 Also, on 1-90 Steering Committee
0 There are already many 501 C3 in Easton doing the work the new committee says
they will do. These include: Snowmads, Easton Fire Department Assoc., Easton
Memorial Parade Committee.
0 The people active in these other non-profit organizations are not being
communicated with from the new group.
• State is overseeing financials of schools.
0 Where is money coming from/where did it go?
0 Some people not allowed to vote.
0 Did not invite people that signed up on list. Terri resigned from committee because
people are not invited who do not agree.
• 501 c3 is redundant of what is already happening.
• Other people not happy about this.
• Fire Commissioners not put on mailing list.
• D. Bogart won't give her experience of background when asked.
• Subarea Plan- sidewalks? Not good for Easton. Need flat pedestrian/ bike paths
not sidewalks.
0 A lot of people in Easton do not want bathrooms. Do not want more people coming
off 1-90.
• Building one voice-Take out of subarea plan.,Trying to tell larger community what
