these concepts lead to new development regulations, new zoning and increased
density/population.
RR-G3: The County should strive to sustain and protect the westerly mountainous,
recreational open space, and its easterly non-resource agricultural and rangeland
activities while allowing planned growth in these areas ADD "where it can be
appropriately accommodated without excessive impacts"
RR-P39, RR-P40 and RR-P41 - Language has been added to reference urban type
sewage facilities in the rural area - see comment to 2.2.7 above
RR-P44...Language has been added to change "Can Only" to "May" easing
restrictions on cluster development. Will this result in changes to development
regulations that increase density?
RR-P61: Consider incentive programs that create active and passive open space.
New Policy Proposed: The new policy encourages the development of new private
recreation facilities, specifically major new ORV parks. - See Comment about Page
16 above
RR-P73: New Proposed Policy: "Work with the State government in an effort to allow
the growth of the outer boundaries." You said at the meeting that it was not the
county's intent to expand LAMIRD boundaries. This proposed policy change is
contrary to that understanding.
4.2.1 Number, Type, and Distribution of Housing Units - Development Trends - last
paragraph - re: 2nd housing and recreation housing - see comment on Section 2.1.1
above
4.2.3 Value and Cost of Housing - Workforce Housing - New Policy to allow
Workforce Housing in the rural area. Workforce housing is by definition high density
residential development (meeting AMI requirements is essentially impossible without
high density). This policy change will require zoning and development regulations
that introduce urban development and increase density/population/traffic. Is
workforce housing really compatible with the rural designation?
H-P18 - New policies to allow workforce housing in a "Workforce Housing Rural
Innovation Overlay" (WHRIO). Clearly urban development in the rural area - see
comment on 4.2.3 above
5.2.6 Community Access and Healthy Lifestyles - Motorized Parks and Camping and
Overnight Access - See comment on Page 16 above
9.2 Conditions, Trends, and Needs - 9.2.1 Spring/Summer Opportunities - language
added to encourage private ORV parks - See comment on Page 16 above
