Appendix B Additional Public Comments Submitted in Writing <br /> Easton Subarea Plan <br /> The Easton Subarea Plan sets clear goals for long-term development and revitalization. <br /> Easton, a rural, unincorporated area spans two LAMIRDs, and an extended planning area <br /> (see page 3 Easton Subarea Plan). To accomplish what is being put forth in the subarea <br /> plan, Easton is prepared to remain actively engaged in maintaining and building <br /> partnerships with Kittitas County resources and services. <br /> The subarea plan has united our community in ways not previously possible. Historically, <br /> we were shaped by the rise and fall of railroads and logging,which offered few chances for <br /> connection.Too often,we've dwelled on past economic setbacks. The subarea planning <br /> process has energized our community, helping us pinpoint shared goals related to housing, <br /> economic development,services, safety,and resilience. Each month,we come together to <br /> discuss these issues and discover available resources, deepening our appreciation for the <br /> benefits that our rural lifestyle and natural surroundings provide to our families and <br /> community. <br /> As the Easton Subarea Plan moves forward for adoption, it is important that the Planning <br /> Commission as well as the Board of Commissioners recognize how important it is to keep <br /> our LAMIRD's as they exist and to continue to require conditional use permits. Keeping <br /> our community informed of potential development applications, keeps our subarea plan <br /> rooted in land-use based solutions and allows our community the ability to be actively <br /> involved in developments that may be proposed. More will be shared on these two areas as <br /> well as others that have come to attention by Easton residents. <br /> Upon reviewing the Comprehensive Plan, it is evident that there are chapters or areas <br /> addressed in the Comp plan have not been expanded or even covered within the Easton <br /> Subarea Plan.This raises the question of how Easton,or any unincorporated rural <br /> community,will be included. For example: 10.4 Hazard Mitigation Plan. Reviewing both <br /> the Comprehensive Plan and 2025 Hazard Mitigation Plan reading through it and noting that <br /> within the special district that was consulted and drawn into the plan,the only <br /> unincorporated area included was Snoquamile Pass Fire and Rescue, District#1. The <br /> question is why more representation from unincorporated areas were not included, <br /> particularly those facing extreme flood or fire risks and reside near major waterways <br /> and transportation systems, such as Easton. <br /> By incorporating our unincorporated areas, emergency management could be streamlined <br /> and coverage enhanced during periods of heightened risk. in addition,this would lead to a <br /> more collaborative engagement between all areas of our county leading to greater <br />
