Chapter 5: Implementing the Plan <br />This chapter presents strategies and actions to improve safety and mobility in <br />Snoqualmie Pass, supported by an action plan, implementation guidance, and a <br />performance monitoring framework. <br />The action plan includes engineering and non- <br />engineering recommendations that reflect <br />the Safe System Approach and proven safety <br />countermeasures, tailored to address the <br />specific safety and mobility concerns identified <br />through data analysis, stakeholder input, and <br />community engagement. <br />Actions are categorized by near-, mid-, and <br />long-term timelines, with considerations <br />for implementation cost and complexity. <br />Strategies range from quick-build infrastructure <br />improvements and winter travel education <br />to long-range partnerships for parking and <br />multimodal access. Achieving the goals of <br />the CSAP will require continued coordination <br />among public agencies, stakeholder groups, <br />and community members, as well as sustained <br />commitment to funding and implementation. <br />The chapter also identifies key federal and <br />state grant programs that may support <br />implementation and outlines a process for <br />ongoing evaluation.
