Page 2 of 2 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />A professional services agreement was executed on September 13, 2024. Due to timing <br />and sequencing considerations, the full cultural resources scope was not included in the <br />original contract, and this scope was added through Contract Amendments 1 and 2. The <br />Flood Control Zone District has grant funding for the entire contracted amount of <br />$875,769.10. <br /> <br />DISCUSSION: <br />Additional funding is needed to complete the project scope due to design refinements <br />necessary to ensure the project meets habitat restoration and agricultural land use <br />objectives. At the 60 percent design stage, revisions are needed to address site hydrology <br />and optimize project performance. In addition, project coordination and wetland <br />delineation have required more effort than originally anticipated. <br /> <br />There may be cost savings in other elements of our grant agreement with the Recreation <br />and Conservation Office (RCO). If realized, those savings could be applied to the design <br />and permitting cost overruns. However, we will not know whether such cost savings are <br />available for several months. <br /> <br />Delaying design revisions would risk the project schedule and could affect our ability to <br />expend the $10,000,000 in Floodplains by Design implementation funding during the <br />grant period. <br /> <br />FISCAL IMPACTS: <br />If the additional funding need cannot be covered by cost savings within our RCO grant, <br />2026 Flood Control Zone District funding could be used to cover the additional cost. <br />There is sufficient fund balance available, but a budget amendment would be required if <br />those funds are needed. We recommend waiting until quarter 3 or 4 to pursue an <br />amendment, ensuring this step is taken only if necessary. <br />
