Page 1 of 2 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br /> <br />PUBLIC WORKS – BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br /> <br /> <br />STUDY SESSION DATE: April 27, 2026 <br /> <br />TOPIC: Lower Kittitas Reach Floodplain Reconnection <br />Project Contract Amendment <br /> <br />ACTION REQUESTED: Direction to Staff <br /> <br /> <br />LEAD STAFF: <br />Arden Thomas <br /> <br />RECOMMENDATION: <br />Direct Staff to prepare enabling documentation for a contract amendment and bring <br />forward a Flood Control Zone District budget amendment, if needed, in quarter 3 or 4 of <br />2026 <br /> <br />BRIEFING SUMMARY: <br /> Resolution 2024-155 selected Inter-Fluve, Inc. for restoration engineering, design, <br />and permitting services for the Lower Kittitas Reach Floodplain Reconnection <br />Project and authorized the Public Works Water Resource Manager to negotiate <br />and execute the professional services agreement. <br /> A professional services agreement was executed on September 13, 2024. The full <br />project scope was not included in the original contract, and additional elements <br />were added through Contract Amendments 1 and 2. The Flood Control Zone <br />District has grant funding for the entire contracted amount of $875,769.10. <br /> Additional funding is needed to complete the project scope and refine the design <br />to meet project objectives. <br /> Up to $130,000 in Flood Control Zone District funding may be needed to cover <br />this additional funding need, if grant cost savings are not available. <br /> Delays in project design could jeopardize timely expenditure of the $10,000,000 <br />in Floodplains by Design implementation funding during the grant period. <br /> <br />BACKGROUND: <br />The Flood Control Zone District has contracted with Inter-Fluve, Inc. for restoration <br />engineering, design, and permitting services for the Lower Kittitas Reach Floodplain <br />Reconnection Project. This project improves flood control while enhancing fish habitat, <br />supporting public access, and accommodating flood-compatible agricultural uses. <br />Resolution 2024-155 selected Inter-Fluve, Inc., and authorized the Public Works Water <br />Resource Manager to negotiate and execute the professional services agreement. <br />
