Kittitas County Comprehensive Plan
Transportation Element (2021)§
The Kittitas County Comprehensive Plan Transportation Element envisions a
safe, balanced, and efficient multimodal transportation system that supports
both local and regional growth while preserving the county’s rural character.
The plan is structured around core goals which guide infrastructure investments,
transportation policies, and mobility strategies. Key transportation goals (T-G)
and policies (T-P) in the plan related to safety include:
T-G1: Safe - Create a transportation network that can be shared safely
by all users and provides sufficient access for emergency response.
T-P1: Require new development to provide multiple access points
that are designed to support emergency access and evacuation.
T-P2: Develop or update the existing evacuation plan that is interagency,
ties specific transportation route designations to a countywide and
regionally based system of emergency traffic routes, and identifies
evacuation centers that accommodate people, pets, and livestock.
T-P3: Develop and maintain a safe, efficient and environmentally
sound multi-modal transportation system in accordance
with local, state, and federal requirements.
T-P4: Provide all weather, all-season use of the road
system for the movement of goods and services.
T-P5: Develop road standards that incorporate traffic calming techniques
that are appropriate for the roadway and surrounding land use.
T-P6: Implement safety improvements in areas with high accident locations,
prioritizing those locations with pedestrian or all-terrain-vehicle collisions.
T-P7: Seek program funds for implementing investments
identified in the countywide safety plan.
T-P8: Encourage new development to provide
for safe transportation alternatives.
¶ In Appendix 2 of 2021 Kittitas County Comprehensive Plan (page 163): https://www.co.kittitas.wa.us/uploads/documents/cds/comp-plan/2021/2021%20Comprehensive%20Plan.pdf
Snoqualmie Pass Sub-Area Comprehensive
Plan – Master Plan (2016)¶
The subarea plan addresses critical transportation challenges in Snoqualmie
Pass by outlining strategies to enhance safety, access, and mobility for residents,
visitors, and businesses. The transportation section presents a comprehensive
approach to improving safety, reducing congestion, and upgrading infrastructure,
emphasizing collaboration between WSDOT, Washington State Patrol, local
businesses, and the community. Key focus areas include truck parking, pass
closures, traffic management, pedestrian safety, and public transit improvements,
ensuring a more efficient and safer transportation network for all.
After the review above and extensive community input, the following overall
goals were identified:
Create a shared vision of the future of the Pass area through
a community-based updated Comprehensive Plan.
Create a vibrant year-round community in the Pass area capable of supporting,
and suitable for, both residents and recreational visitors to the area alike.
Establish a unifying theme or motif for development in the
Pass area, whether through consistent signage or common area
elements, encouraged design features, or similar approaches.
Increase the economic and housing viability of the Pass area by giving
the economic impact of any activity or decision high priority.
Protect the ability to expand recreational opportunities, both
winter and summer, to accommodate visitor growth.
Plan adequate infrastructure improvements, both transportation
and utilities, to accommodate present and future needs.
Preserve and protect environmentally sensitive areas and scenic vistas.
19 Snoqualmie Pass Comprehensive Safety Plan | Kittitas County
