KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br /> <br />PUBLIC WORKS – BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br /> <br /> <br />STUDY SESSION DATE: March 30, 2026 <br /> <br />TOPIC: Bowers Field Capital Project Plan <br /> <br />ACTION REQUESTED: Information only <br /> <br /> <br />LEAD STAFF: <br />Josh Fredrickson <br /> <br />RECOMMENDATION: <br />Informational briefing – no action required by the Board <br /> <br />BRIEFING SUMMARY: <br />• Bowers Field Capital Improvement Plan is developed based on the Master Plan <br />and Airport Layout Plan <br />• Funding is a combination of grants and local funding <br />• The proposed combination of the parallel taxiway with the runway narrowing and <br />lighting project will require direct allocation from the FAA <br /> <br />BACKGROUND: <br />Annually Public Works staff meets with the Federal Aviation Administration (FAA) to <br />review proposed Capital Improvement Plan (CIP). The Bowers Field Master Plan is a <br />comprehensive study outlining long-term development at the airport. As part of the <br />Master Plan, the Airport Layout Plan depicts existing and future facilities to guide <br />development at the airport. Projects are typically funded through FAA entitlement <br />funding, FAA discretionary funding, with match funding from the County Airport fund <br />(Fund 101) and successful grant applications to the Washington State Department of <br />Transportation – Aviation Division. <br /> <br />The master plan and airport layout plan guide which projects are included on the CIP. <br />Projects included on the CIP are generally deemed eligible for use of federal funding <br />when they are connected to a runway, taxiway, lighting or apron infrastructure project. <br />The current capital plan for Bowers Field includes projects such as a new hangar taxilane <br />complex, parallel taxiway, lighting, runway rehabilitation, ALP update and runway <br />extension. <br /> <br /> <br />
