. "l feel tike that sometimes ending up in jait is a positive. lt's not a goal, it's something to
avoid, but maybe we need to create an in-between place. Something simitar, without atl
the expensive resources that jaiI has.". "lt feels trivia[, but I think the pet piece needs to be in there. We can find a way to
accommodate the onty friend that some of these peopte have."
Law EnforcementlLocal Government: Participants felt that yes, these are stitt priorities. There
has been some progress on additional housing (Sterting Court) but these priorities need to be
addressed simultaneousty in order to have an impact. Participants fett that behavioral heatth
services should be inctuded in the priorities. There were atso comments about expanding
community awareness and questions about what the state of avaitability of resources is.
. "l feel like we have the same priorities. I think we have made headway on additionat
housing. I don't know if I'd catl it affordable housing.". "We need to increase affordabte housing more and be more adept at doing it in a
responsive way. The other support services alongside shelter have to include the
behavioral health issues that witl enable people to stay in the shetter.". "ln reviewing these, I think they're on the right track. But it's atmost tike they need to
progress at the same time. You can't have an increased homeless response without
resources avaitabte or structures to address that response. "
Community l'/iembers: Participants fett that yes, these are stitt broad priorities, but atso need to
prioritize rapid rehousing programs, expanding options for HUD housing, and legistative advocacy.
There was additional discussion about the community tand trust and high rents. There was
concern expressed that the rapid rehousing program has not been abte to be funded the past
coupte of years. There was a perception that there are more HUD options than peopte know
about. There was atso concern about properties being "flipped" and thus experiencing an
increases in costs.
r "[The rapid rehousing program] woutd help more of our hometess, and not just tow
income, which we haven't done for two years right? lt sounds like we need to get
something back in place."
. "Maybe some lobbyists? lf the community coutd recognize what legistation woutd hetp
with that, it coutd hetp with housing, bring some model in that would hetp them att, not
just the hometess but the other people who are struggting too."
Central Washington University: Most of the discussion revolved around the importance of the
community education piece. Engaging the community in the hometessness issue and educating
people about what it's [ike to experience poverty and hometessness is important. lt was
expressed that we need to humanize people who are experiencing hometessness. There was also
discussion about the need to address addiction, mental heatth, and trauma.
. "The community engagement and awareness in education is important. The community
obviously doesn't understand the reatities of what these peopte are experiencing....We
can't reatly move forward with initiative if there's no community support.". "However, fundamentalty it's an issue of humanization....We need to start seeing these
people as peopte. ". "...this is a neighborty community. When you integrate the neighbors into this kind of
cotlective action for homelessness, the community outreach, that's how you solve this
issue. You can get the fundamental structure of the town to change."
14
