RITTITAS COUNTY CONFERENCE OF GOVERNMENTS PUBLIC FACILITIES FUND 2026 <br /> Joshua Fredrickson presented recommendations from the Conference of <br /> Governments (COG) regarding Public Facilities Fund (Fund 108) . <br /> City of Roslyn - Clear Well Project <br /> Joshua Fredrickson presented a recommendation for funding related to <br /> the City of Roslyn clear well replacement and repair project. <br /> Roslyn' s water system uses two clear wells for chlorine contact time <br /> and pressure equalization. Joshua Fredrickson reported that one clear <br /> well requires full replacement and the second requires substantial <br /> repair. The structures were described as being in poor condition, <br /> with cracking, leakage, and visible deterioration. <br /> Joshua Fredrickson noted that Roslyn' s water system also serves Water <br /> District No. 2 / Ronald. The total project cost was reported at just <br /> over $1.5 million. COG recommended funding of up to $1.5 million. <br /> Board of County Commissioners discussed the condition of the <br /> facilities, the significance of the infrastructure need, available <br /> funding, and the importance of ensuring long-term utility <br /> reliability. Joshua Fredrickson explained that the amount would be <br /> capped and that final costs would depend on bid results and any <br /> additional funding sources obtained. <br /> CWU Technology Transfer Center / Old Heat Building <br /> Joshua Fredrickson also presented to the Board of County <br /> Commissioners a COG recommendation for $20, 000 for the CWU Technology <br /> Transfer Center / Old Heat Building project. Joshua Fredrickson <br /> explained that previous feasibility work had been supported through <br /> CERB funding, and that the next phase would include updated <br /> architectural planning, warm shell planning, and development of a <br /> capital stacking plan to support future public-private investment. <br /> Joshua Fredrickson described the project as an economic development <br /> effort intended to connect University research and faculty expertise <br /> with industry and innovation opportunities. <br /> NO OTHER BUSINESS <br /> 2026-03-09 MINUTES <br />
