KITTITAS COUNTY <br />SOLID WASTE AND MAINTENANCE MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST STET ROOM 108 - ELLENSBURG <br />Regular Meeting <br />TUESDAY 1 2:00 PM I February 10, 2026 <br />Board members present: Chairman Cory Wright, Brett Wachsmith Vice- Chairman, and <br />Commissioner Laura Osiadacz <br />Others: Patti Stacey, Cody Cupp, Lisa Lawrence and two members of the public. <br />Call to Order at 2:00 p.m. <br />Citizen Comments (1 min. time limit) None <br />Discussion on possibility of interlocal agreement with City of Ellensburg for minor <br />maintenance at Cold Weather Shelter: Patti informed the Board that the City of Ellensburg <br />reached out to discuss the possibility of entering into an interlocal agreement with the County <br />Maintenance Department for maintenance services at the Cold Weather Shelter located at Grace <br />Episcopal Church. Patti informed the Board that the city posted an RFP for services for up to <br />$10,000 and received no responses. Discussion was held on the miscellaneous types of on -call <br />maintenance needed such as plumbing, lighting, doors and locks. The Board directed staff to <br />move forward. <br />Request Board approval to sign purchase order with Midwest Bio-systems to purchase <br />compost turner: Patti informed the Board that the Midwest Bio-systems turner works with the <br />Departments existing tractor and is the most cost-effective option. Commissioner Wachsmith <br />moved to approve Director's signature on Purchase Order with Midwest Bio-systems. <br />Commissioner Osiadacz seconded the motion. Motion passed 3-0. <br />Request Board approval for Chair's signature on Change Order #13 for the New Transfer <br />Station: Patti went through the change order proposals that are incorporated into Change Order <br />#13. Commissioner Wachsmith moved to approve Change Order #13, Commissioner Osiadacz <br />seconded the motion. Motion passed 3-0. <br />Request Board approval for Chair's signature on Change Order #3 for the Rodeo Arena <br />Seating Project: Patti informed the Board that this was approved at the last agenda but there was <br />a mathematical error, so she is asking for Board approval and Chair's signature on corrected <br />document. Commissioner Wachsmith moved to approve for Chair's signature on Change Order <br />#3. Commissioner Osiadacz seconded the motion. Motion passed 3-0. <br />2026-02-10 MINUTES <br />
